受招标人（陕西神木县隆德矿业有限责任公司隆德煤矿）的委托，华电招标有限公司负责本项目中进口采煤机的招标工作，目前已具备招标条件，现面向国际公开招标，公告如下：
By the tenderee (Long De ShenMu County mining Co.Ltd ) delegate,CHD Tendering Co., Ltd. takes charge of the tendering work for import coal cutter . Since it has the qualification for the tendering, CHD Tendering Co., Ltd. hereby invites Tenderers internationally and in public as well as releases notice below:

2.6 资金来源：自筹资金,由项目资本金和银行贷款两部分构成
2.6. Capital sources: The Tenderee mentioned in Listing of Bidding Data in Chapter VI, Volume II of the Tendering document has owned certain fund/loan. The Tenderee plans to appropriate a part of the fund/loan for payment for the money under the contract to be signed after the tender.
三、投标人资格要求
III. Qualification Requirements for Tenderer
投标人在专业技术、人员组织、业绩经验、资金等方面应具有圆满履行合同的能力，投标人具体应符合下列条件：
Bidders shall have abilities of successfully perform the contract in the professional and technical experience, performance, personnel organization,funding and so on. The Bidders shall meet the following conditions:
3.1必须具有独立法人资格；具有独立签订合同的权力。
3.1 Enterprises (companies) with independent legal entity status that have the right to sign the contract independently.
3.2必须是有能力履行招标内容要求和提供招标货物及服务的专业制造商，本次招标不接受国内设备代理商投标；
3.2 The Bidders must be perfessionnal manufacturers with abilities of perform the bid requests and supply the tender of goods and services. This tender is not aceepted dometic equipment dealers bid.
3.3投标人应通过质量管理体系认证、环境管理体系认证和职业安全卫生管理体系认证，且在有效期内；
3.3Bidders shall have valid certificates of quality management system certification、Environmental management system certification and Health and Safety management system certificate

3.5业绩要求：投标人须提供近5年（2011年1月起）至少有两套投标产品在生产原煤年产500万吨及以上现代化矿井成功运行的合同，并提供相应业绩合同复印件（原件备查）。
3.5 Performance requirements：Bidders shall provide at least two contracts of tender products that had ran successfully in Modernization of the annual production capacity of 5 million tons of raw coal mine. And provide the appropriate copies of the performance of the contract ( Original tobe checked )
3.6投标人须提供最近3年（2013年1月起）经审计的财务报表，包括资产负债表、损益表、现金流量表。
3.6 Bidders shall provide the audited financial statements in recent three years（since Jan 2013）,including balance sheets, income statements and cash flow statements.
3.7本次招标不接受任何形式的联合体投标。
3.7 This tender will not accept any form of Consortium bid.
3.8与招标人存在利害关系可能影响招标公正性的法人、其他组织或者个人，不得参加投标。单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一标段投标或未划分标段的同一招标项目投标。
3.8 Legal persons ,other organizations or individuals who have a stake with the tenderer and could affect the impartial nature will be barred from bidding. The different units which have the same Unit Head or have the presence of holding and managing the relationship will be barred from attending the same bid or the same tender bids that are not divided into sections.
