3.本项目的特定资格要求：The qualification requirements for applicants投标人应当具备下列条件：Bidders shall be with the following conditions:（1）投标人应为在中国境外合法设立的律师事务所（含在港澳台地区注册的律师事务所）。投标人不得以其驻华代表机构的名义投标，但可通过其驻华代表机构办理相关事宜）；Bidders shall be law firms legally established outside the territory of China (including law firms registered in Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan,China).The bidder shall not submit bid in the name of its representative office in China, but can deal with the relevant matters through the representative office；（2）具有良好的商业信誉和健全的财务会计制度；HA/Ving good business reputation and sound financial and accounting system；（3）具有承办委托法律服务事项的团队和能力；HA/Ving a team with the ability to provide the entrusted legal services；（4）已购买本项目招标文件。HA/Ve bought the bidding documents of this project.
