normalCxSpMiddle align=left style='margin-top:6.0pt;text-align: left;line-height:25.0pt'>2.1项目概况：本项目通过对资产形成及资产运营价值链管理进行分析研究，以历史及现状数据为基础，构建综合分析模型，搭建精益化管理体系。研究内容按资产价值链管理分为资产形成和资产运营两个阶段。

normalCxSpMiddle align=left style='margin-top:6.0pt;text-align: left;line-height:25.0pt'> 在资产形成阶段，以最近年份已完成竣工决算批复的决算数据为基础，选取样本量，针对不同电压等级、不同地区、不同建设性质、不同技术方案，建立标准成本测算模型，为加强造价精益化管理、判断投资规模及测算实际投资、编制投资成本预算等提供参考依据。在资产运营阶段，以固定资产使用效率和资产墙分析模型为基础，量化分析全省资产管理现状和预测未来资产关键指标，加强资产管理的数据分析能力，根据关键指标要求，提出固定资产使用效率提升策略。
