1、投标人应为经工商登记的合伙企业、企业法人或分支机构。
2、具有良好的商业信誉和健全的财务会计制度（提供2015 年至2017年经审计的财务报表及审计报告），不满三年或新成立公司提供成立至今的财务报表。
3、具有依法缴纳税收的良好记录（以纳税证明为准）。
4、投标人须具备有效的会计师事务所执业资质。
5、具有良好的社会信誉，没有处于被责令停业，财产被接管、冻结、破产状态。
6、具有承担相应审计（核）风险的能力，能依法维护委托方的权益。会计师事务所最近一个年度注协年检合格。
7、单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一标段投标或者未划分标段的同一招标项目投标。
