normal style='text-indent:21.0pt'>中电建建筑集团有限公司设备物资部（以下简称“招标人”）以公开招标方式采购工程所需的通风系统，本次招标采购使用项目建设资金和银行贷款，用于本次招标后所签订的合同支付。

normal style='margin-left:21.25pt;text-indent:-21.25pt'>1. 工程名称：南阳市高铁片区一期工程PPP项目；

normal style='margin-left:21.25pt;text-indent:-21.25pt'>2. 项目主要施工内容：综合交通枢纽、站前广场及地下空间工程、高铁片区起步区七条道路工程。综合交通枢纽、站前广场及地下空间工程总建筑面积为113077.61㎡，其中地下建筑面积为94153.36m²，地上建筑面积为18924.25m²；高铁片区起步区七条道路工程项目总长为6179.95m，用地面积为42.11公顷。

normal style='margin-left:21.25pt;text-indent:-21.25pt'>3. 招标范围：南阳卧龙站综合交通枢纽站前广场及地下空间工程通风系统风机及辅材制造。

normal style='text-indent:21.0pt'>注：本次招标数量为预估量，仅供参考。实际采购数量以最终实际供货验收合格的规格、数量为准。实际供货数量与招标数量发生较大偏差时，投标人应予接受，不得以此作为调价和索赔的依据。

normal style='margin-left:21.25pt;text-indent:-21.25pt'>5. 交货时间：招标人告知中标人后30天。

normal style='margin-left:21.25pt;text-indent:-21.25pt'>7. 质量要求：满足招标文件技术要求及国家和行业规范标准要求。

normal style='margin-left:21.25pt;text-indent:-21.25pt'>8. 质量保证期：所有产品质量保证期为2年（通风系统验收合格之日起计算）或工程竣工验收之日起18个月，以先到为准。所有风机用电动机需具有3C认证，且质保5年。

normal style='margin-left:21.25pt;text-indent:-21.25pt'>9. 发票要求：16%增值税专用发票。

normal style='margin-left:21.25pt;text-indent:-21.25pt'>10. 付款条件：合同签订后，预付30%合同款；货物送到现场，经验收合格后，投标人按照招标人要求开具专用增值发票后，30日内付60%合同款；10%作为质保金，质保期结束后一次性支付。

normal style='text-indent:21.0pt'>1、投标人必须满足的条件：

normal style='text-indent:21.0pt'>1.1投标人为生产厂家的，必须是在中国境内注册的独立法人，企业注册资本2000万元人民币及以上，必须持有主管部门颁发的《全国工业产品生产许可证》并附明细，生产能力满足招标要求；具有有效期内的ISO9001质量体系认证证书。产品取得第三方产品检验检测机构出具的证书或检验报告，生产的产品应符合国标要求。全部风机及防火阀等应取得CCCF产品认证。排烟口、多页送风口应选用具有消防部门准销证专业厂家生产的产品。

normal style='text-indent:21.0pt'>1.2投标人为代理商的，必须是在中国境内注册的企业法人，企业成立在三年以上，取得生产厂家唯一授权且其代理的生产厂家须满足1.1条生产厂家注册资本金、质量体系认证、第三方检验报告及CCCF产品认证以及消防部门准销证等要求。

normal style='text-indent:21.0pt'>1.3投标人类似工程供货业绩要求：近三年（2016~2018）内的同类设备境内供货合同不少于3个，签订单项合同金额均在100万元以上（附合同扫描件，合同双方、签订日期、合同额必须清晰）；业绩全部为大型公共建筑设施项目（如：机场、码头、轨道交通、核电、医院、体育场等）的供货业绩。

normal style='text-indent:21.0pt'>1.4投标人具有良好的银行资信和商业信誉。近三年没有处于被责令停业，财产被接管、冻结、破产状态。有近三年经第三方审计的财务报表，资产负债结构合理，具备一定的盈利能力；企业的现金流量正常。

normal style='text-indent:21.0pt'>1.5投标人无采取非法手段谋取不正当利益的违法、违纪不良记录；近三年内参加招投标活动中，投标人无不良记录。

normal style='text-indent:21.0pt'>1.6投标人应具有一般纳税人资格。

normal style='text-indent:21.0pt'>1.7 投标人禁止存在下列情形之一：

normal style='text-indent:21.0pt'>（1）法定代表人为同一个人的两个及两个以上法人，母公司、全资子公司及其控股公司，均不得同时参加投标；

normal style='text-indent:21.0pt'>（2）被责令停业的；

normal style='text-indent:21.0pt'>（3）被暂停或取消投标资格的；

normal style='text-indent:21.0pt'>（4）财产被接管或冻结的；

normal style='text-indent:21.0pt'>（5）在最近三年内有骗取中标或严重违约的；

normal style='text-indent:21.0pt'>（6）三年内破产重组的。

normal style='text-indent:21.0pt'>1.8其他要求：投标人应提供质量证明文件（合格证、检测报告）等；

normal style='text-indent:21.0pt'>2、本次招标不接受联合体投标。

normal style='text-indent:21.0pt'>3、投标人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》禁止投标的情形。

normal style='text-indent:21.0pt'>1、凡满足本公告规定的投标人资格要求并有意参加投标者，请于2019年1月17日至2019年1月31日下午17:00前在中国电力招标采购网（）注册、在线报名并上传下列资料（合并文件上传）：

normal style='text-indent:21.0pt'>1）购买招标文件经办人身份证；2）法定代表人签发的针对本招标项目购买招标文件授权委托书（加盖公章）扫描件。
