一、招标条件
normal style='text-indent:24.0pt;line-height:20.0pt'>受中电建武汉建设管理有限公司（以下简称“招标人”）委托，中国电建集团铁路建设有限公司（以下简称“招标机构”）以公开竞标方式采购东西湖区中心沟水体提质工程EPC总承包液压平板钢闸门采购项目，计划使用项目建设资金用于本次招标后所签订合同的支付。
二、项目概况、招标范围

normal align=left style='text-align:left;text-indent:24.0pt; line-height:20.0pt'>本次中心沟水体提质工程的主要治理范围为中心沟（宏图大道~机场河）总长约5.67km。其中中心沟（宏图大道~城际铁路段）规划改建为箱涵式，长约2.0km，已列入其它项目进行建设；本工程研究重点为中心沟（城际铁路~机场河段），长约3.67km，中心沟水面宽度8-20m，流域面积12.61km2。

normal style='text-indent:24.0pt;line-height:150%'>招标范围为液压平板钢闸门的设计、制造供货及安装、验收等，包括（但不限于）：液压平板钢闸门的设计、制造、包装、运输、保险、装卸、安装、调试、验收，备品备件、专用工具、培训、售后服务及技术支持等相关服务；以及配合设计（土建设计和设备系统设计）、土建施工单位和设备安装、调试单位等接口的相关事宜。

normal align=left style='text-align:left;text-indent:24.0pt; line-height:20.0pt'>投标人应对本招标范围内的全部产品进行投标，对以上某一部分产品单独进行的投标将被拒绝，投标人必须整包整投，不能以投标为目的将一个包再分包。

三、投标人资格要求
normal style='text-indent:24.0pt;line-height:150%'>1、投标人必须满足的条件：
normal style='text-indent:24.0pt;line-height:150%'>1.1投标人必须为生产制造企业，在中国境内（含港澳台地区）登记注册的独立法人，有相应的经营范围，具有独立承担民事责任的能力，注册资本金2000万元人民币及以上。
normal style='text-indent:24.0pt;line-height:150%'>1.2具有近五年内相同规格或同类设备的制作、安装调试、安全运行业绩。具有良好的售后服务，完善的技术保障队伍和提供限时服务的能力。
normal style='text-indent:24.0pt;line-height:150%'>1.3需具有国家质量监督检验检疫总局颁发的中型以上（含中型）平面钢闸门全国工业产品生产许可证，需具有水利部颁发的中型以上（含中型）液压启闭机使用许可证。
normal style='text-indent:24.0pt;line-height:150%'>1.4投标人应具有有效期内的质量管理体系认证证书。
normal style='text-indent:24.0pt;line-height:150%'>1.5单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一招标项目投标。
normal style='text-indent:24.0pt;line-height:150%'>1.6财务状况：
normal style='text-indent:24.0pt;line-height:150%'>（1）有近三年内经第三方审计的审计报告，资产负债结构合理，具备一定的盈利能力；
normal style='text-indent:24.0pt;line-height:150%'>（2）企业的现金流表现正常，资金周转不存在困难。
normal style='text-indent:24.0pt;line-height:150%'>2、本次竞标不接受联合体投标。
normal style='text-indent:24.0pt;line-height:150%'>3、投标人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》禁止投标的情形。
四、竞标文件的获取
normal style='text-indent:24.0pt;line-height:20.0pt'>1、凡满足本公告规定的投标人资格要求并有意向参加投标者，请在中国电力招标采购网（http://ec3.powerchina.cn）注册并通过审核后，上传下列资料（合并文件上传）：
normal style='text-indent:24.0pt;line-height:20.0pt'>投标人法定代表人签发的针对本招标项目购买招标文件授权委托书或介绍信（加盖公章）和购买招标文件经办人身份证扫描件。
normal style='text-indent:24.0pt;line-height:20.0pt'>2、已注册、上传合格资料的，请于2019年1月18 日至2019年1月22日17时 00 分（北京时间）前在中国电力招标采购网（http://ec3.powerchina.cn）免费下载招标文件。
五、投标文件的递交
normal style='text-indent:24.0pt;line-height:20.0pt'>1、投标文件递交的截止时间（投标截止时间，下同）为2019年 1月29 日 10时00分（北京时间），投标
normal style='text-indent:24.0pt;line-height:20.0pt'>2、逾期送达的或者未送达指定地点的投标文件，招标人不予受理。

normal style='text-indent:24.0pt;line-height:20.0pt'>4、下载招标文件前须在中国电力招标采购网通过招标机构合格供应商审查，成为招标机构合格供应商后方能进行招标文件的下载、投标文件递交和开标。未办妥成为合格供应商造成无法下载、递交和开标的，责任自负。
