normal style='text-indent:24.0pt;line-height:20.0pt;text-autospace: none'>受中国水利水电第十六工程局有限公司福州市闽江下游马尾亭江防洪防潮工程（一期）以及堤后道路工程项目经理部（以下简称“招标人”）委托，中国水利水电第十六工程局有限公司采购管理部（以下简称“招标机构”）以公开招标方式采购块石一批，采购的物资计划使用福州市闽江下游马尾亭江防洪防潮工程（一期）以及堤后道路工程项目进度款用于本次招标后所签订合同的支付。

normal style='text-indent:24.0pt;line-height:20.0pt'>本工程主要由新建堤防、长柄涵洞及堤后道路等主要建筑物组成，本工程堤线西起亭江镇政府，东至英屿村，新建堤防长约2.7km，建成后堤防防洪防潮标准50年一遇；新建堤后道路长2.5km。

合同工期：工期总数为36个月。

normal style='text-indent:24.0pt;line-height:150%'>4、交货时间：合同签订后（预计2019年2月下旬起）至买方通知结束，具体供货时间以买方提供的月/批次材料计划表中所列交货期限为准，卖方不得以供应过程中块石的增加或减少对买方断供或调高单价。

normal style='text-indent:24.0pt;line-height:150%'>6、如合同签订单位的供货能力不能满足项目部要求，则不足部分，买方可选择备选供应商同时供货。

normal style='text-indent:24.0pt;line-height:20.0pt;text-autospace: none'>1、投标人为生产商的，必须具有石材开采资格，必须是在中国境内/外注册的企业法人，生产能力满足要求，具有有效期内的采矿许可证证书。

normal style='text-indent:24.0pt;line-height:20.0pt;text-autospace: none'>2、投标人为代理商的，必须是在中国境内/外注册的企业法人，注册资本200万元及以上，必须具有石材生产商针对本项目的授权书，且其代理的石材生产商须满足第1条石材开采商资格条件的要求。

normal style='text-indent:24.0pt;line-height:20.0pt;text-autospace: none'>8、投标人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》禁止投标的情形。

normal style='text-indent:24.0pt;line-height:20.0pt;text-autospace: none'>1、当投标人数量等于或少于5家时，对所有投标人递交的投标文件进行评审。

normal style='text-indent:24.0pt;line-height:20.0pt;text-autospace: none'>2、当投标人数量多于5家时，首先按投标报价从低到高进行排序，选取从低到高的前5家的投标文件进行评审；若有“否决投标”的，按以上原则补足5家。
