2 、项目概况与招标范围 2.1建设
2.2建设内容：整治加固三类病险水闸1座，闸轴线长181m,对消力池、海曼等进行整治；撤除2处溢流堰改建所有水闸，拆除并更换所有闸门及启闭系统，增设安全监测设施等。
2.3招标范围：初步设计（含概算）、施工图（含施工图预算、工程量清单编制）全阶段的勘察、设计工作及后续服务工作。
2.4服务期限：40日历天（其中勘察 20日历天，设计20日历天）。
3 、投标人资格要求 3.1 本次招标投标人须具有独立法人资格（独立企业法人或事业单位法人）。
3.2 资质要求： 投标人应具备国家行政主管部门颁发的工程勘察专业（岩土工程（勘察））乙级及以上资质；具备国家行政主管部门颁发的工程设计水利行业乙级及以上资质。
3.3 业绩要求： 无 3.4 本次招标 接受 联合体投标。
联合体投标的，应满足下列要求： 牵头人具有国家行政主管部门颁发的工程设计水利行业乙级及以上资质。
联合体所有成员家数须不超过2家。
（2）联合体各方须签订联合体协议书，明确联合体牵头人和各方权利义务。
（3）组成联合体投标应符合相关法律法规对联合体投标有关规定，联合体各方不得再以自己名义单独或参加其他联合体在同一工程项目中投标 。
