投标人应具备的资格或业绩：1）投标人必须是从事相关系统生产与销售5年或以上的合法企业集团或独立生产厂商，或其针对本项目唯一授权的代理经销商(提供相关证明)； 2）投标人必须在中国具有相应的机构为所投产品提供长期的技术服务和备件支持(提供证明材料)； 3）投标人所投产品至少在2012年至今在国内或国际民用航空机场上有一个或以上成功案例，投标人需提供用户名单，并提供相应的证明材料(合同；或现场验收报告；或用户报告等有效证明材料。但均需能反映上述所有要求)；或投标人所投产品在国内进行了实验运行并获得了民航局空管办出具的“适用于我国民用航空机场”试验验证评估结论（提供相应的证明材料和文件）

3.Qualification Requirements For Bidder
Qualifications or Performance：1) the bidder must be engaged in the relevant system produion and sales of 5 years or more legitimate enterprise groups or independent manufaurers, or its only authorized for the proje agent (to provide relevant proof); 2) Bidders must hA/Ve the appropriate institutions in China to provide long-term technical services and spare parts support (to provide proof) for the produs invested; 3) The bidder shall hA/Ve at least one or more success stories at least at 2012 or so far at the domestic or international civil A/Viation airport. The bidder shall provide the user's list and provide the corresponding supporting documents (contra; or on-site acceptance report; or user Report and other valid proof of the material, but are required to refle all of the above requirements); or the bidder of the produ in the country carried out experimental operation and obtained the Civil A/Viation Authority Air Traffic Control Office issued "applicable to China's civil A/Viation airport" test validation evaluation conclusion (To provide the corresponding proof of materials and documents)
