normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>3.2本次设计施工总承包招标接受联合体投标,联合体投标的应满足：(1）联合体各方应提供联合体协议书，明确联合体牵头人和各方权利义务；(2）联合体牵头人应具备工程施工资质；（3）联合体成员不超过2家；（4）联合体各方应分别按照本招标文件的要求，填写投标文件中的相应表格，并由联合体牵头人负责对联合体各成员的资料进行统一汇总后一并提交给招标人；联合体牵头人所提交的投标文件应认为已代表了联合体各成员的真实情况；（5）尽管委任了联合体牵头人，但联合体各成员在投标、签约与履行合同过程中，仍负有连带的和各自的法律责任；联合体各方不得再以自己名义单独或加入其他联合体参加同一的投标，否则，相关投标均无效。
