数字多用表标准装置国际招标公告
中化国际招标有限责任公司受招标人委托对下列产品及服务进行国际公开竞争性招标,于2017年5月26日在中国电力招标采购网公告。本次招标采用传统招标方式,现邀请合格投标人参加投标。
1. 招标条件
项目概况:数字多用表标准装置设备要求能够实现发动机研制过程中试验、装配、试车等环节所使用的数字电压表、数字电流表、数字电阻表、数字功率表、数字多用表以及数字电压源、数字电流源、多功能校准源、数据采集系统的检定/校准。

3. 投标人资格要求
投标人应具备的资格或业绩:
1) 投标人必须是制造商或制造商(直接)授权的代理商;投标人如为代理商,则必须提供所投产品制造商出具的针对本项目唯一代理授权函,且同一产品制造商和代理商不得同时参与本次投标,否则其投标将被否决;如果投标人提供货物产地为中华人民共和国关境外。一旦中标,投标人必须是与招标人签订本项目外贸合同的签约方。如投标人不具备与招标签订外贸合同的能力,其投标将被否决。
2) 关境内投标人须提供以下资质证书的复印件:
①营业执照、组织机构代码证及税务登记证或“三证合一”后加载统一社会信用代码的营业执照(复印件加盖公章);
②有效期内的ISO9001认证或同等质量管理体系认证证书(复印件加盖公章)。
关境外投标人须提供以下资质证书的复印件:
①有效的企业登记证明材料;
②有效期内的ISO9001认证或同等质量管理体系认证证书(复印件加盖公章)。
3) 业绩要求:投标人应具有制造和/或销售本招标要求的同规格或类似设备的业绩,并提供近三年(2014年3月~至今)的业绩清单(清单中应列出年份、货物型号、用户名称、联系人、联系电话、货物的运行情况)和不少于5份销售合同复印件作为证明材料。
4) 境内投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件;境外投标人应当提供其开户银行开具的资信证明原件或复印件。

3. Qualification Requirements For Bidder
Qualifications or Performance:
1) The bidder must be the Goods’ manufaurer, or the agent direly authorized (exclusive for this tender) by Goods’ manufaurer.
If the bidder is the agency, the bidder must provide the sole authorized letter issued by Goods’ manufaurer. Meanwhile, the same Goods’ manufaurer and agent are not allowed to participate in the bidding for the same goods. Otherwise, the bid will be rejeed.
The winning bidders must be the contra party and hA/Ve the ability to fulfill foreign trade contra with purchaser if offering Goods from outside PRC customs territory, otherwise the bid will be rejeed.
2) For bidders within PRC customs :

4) Bidder within PRC customs shall provide the original or cope of bank credit certificates issued by bank where the basic account opened by the bidder in China within 3 months prior to the date of bid opening.
Bidder outside PRC customs shall provide the original or cope of credit certificates issued by opening bank of its account.
