资格审查形式：资格预审（有限数量制） 1.投标单位资质：具有建设行政主管部门核发的工程设计综合资质甲级或建筑行业工程设计乙级及以上资质或建筑行业（建筑工程）乙级及以上资质。 2.项目负责人要求：具有建设行政主管部门核发的注册建筑师二级及以上资质，在本单位注册。 3.其他要求：1）投标人须具备独立法人资格，具备合法有效的营业执照、税务登记证、组织机构代码证（三证合一也可）；2）投标人及项目负责人须在“西安市建设工程项目招标投标信用档案”备案，且无不良记录；3）本项目不接受联合体投标；4）其他详见资格预审文件要求。 |
