normal style='line-height:150%'>（1）凡符合条件且有意向参与投标的供应商，须完成相关登记工作，未完成登记备案工作的供应商不能参与本项目投标。
normal style='line-height:150%'>（2）上述注册资金为最低限额，以人民币计算。注册资本金如为外币，则以应标文件递交截止日中国银行公布的外汇牌价买入价折算，或以投标人营业执照标明的注册日期中国银行公布的外汇牌价买入价计算，投标人满足任一节点控制方式折算的注册资本金要求的，均视为满足招标要求。
normal style='line-height:150%'>（3）业绩要求时间从2014年1月1日至递交投标文件当天。中华人民共和国境内的合资、合作、外商独资企业生产的产品，技术总负责方业绩（含国内外）满足要求，且该技术总负责方对投标的产品给予质量保证（提供技术支持意向性承诺书），合资、合作、外商独资企业具有完整的制造、工艺装备和实验设备，该合资、合作、外商独资企业视为业绩合格。合同中对应采购标的物资金额不得涂抹，如有涂抹情况不计入有效业绩统计。
normal style='line-height:150%'>（4）如果同一厂家生产的同一品牌同一型号的产品有两个或以上的投标人，而投标人要求中只允许一个有效投标人，则按下列优先级确定有效投标人：1、制造商；2、产品制造商在国内注册成立的最高办事机构；3、制造商或最高办事机构针对本项目授权的合法机构；4、制造商或最高办事机构长期授权的合法机构。存在多个同等级授权投标人的，以价格最低者为有效投标供应商。
normal style='line-height:150%'>（5）上述资格要求中，涉及的履约、质量、事故等时间范围为2012年1月1日至投标截止日。
normal style='line-height:150%'>（6）如果招标文件的技术部分与商务部分的要求不一致，以商务部分的要求为准。
normal style='line-height:150%'>（7）未购买招标文件的潜在投标人不得参与投标。
五、发布公告的媒介

六、报名及获取招标文件信息
normal style='text-indent:24.1pt;line-height:150%'>1、潜在投标人在购买招标文件前必须完成注册登记并办理数字证书，请预留足够的时间。如因上述原因导致潜在投标人无法及时下载招标文件书或投标，后果由潜在投标人自行承担。详细操作指引详见附件2：南方电网公司阳光电子商务平台登记注册操作手册及附件3：证书办理指南。
