一、采购项目名称及编号

二、采购项目简要说明

normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode:char'>1、项目地点：本项目建设地点位于扬州市广陵区湾头镇。南起建新路（西侧起始京杭大运河建新路，至迎宾路向北，到长安路往东，沿滨江路抵万福闸）、北至茱萸湾公园（含公园），东以壁虎河西岸为界至万福闸、西至京杭大运河东岸。

normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode:char'>2、项目规模及建设内容：项目总规划面积3平方公里，核心区规划面积2717.6 亩（约1.8 平方公里）。总占地面积181.18万m²，动迁建筑面积28.12万m²，规划地上建筑面积（含新建和改造）58.88万m²，规划地下建筑面积23.15万m²。

normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode:char'>根据经批复项目《可行性研究报告》，经计算，项目总投资额约 57.73亿元，其中建设投资53.68亿元，包括特色产业部分21.72亿元；基础设施部分31.96亿元（拆迁安置补偿费及动迁工程费约13.36亿元）；建设期利息4.05亿元。

normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode:char'>（1）茱萸湾公园景区提升、整治、园区景观绿化等。

normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode:char'>（2）民宿区改造，打造精品民宿客栈。

normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode:char'>（3）工业遗址创意园改造（原邗江机械厂厂区）。

normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode:char'>（4）工业遗址产业园改造（原江扬船厂办公区）。

normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode:char'>（5）对原有古镇区域进行改建，打造一个旅游景区。

normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode:char'>4、采购需求：拟采购一名社会资本与广陵区人民政府指定的政府出资方组建项目公司，获得本项目的特许经营权，负责项目投融资、设计、建设、运营维护和移交。

normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode:char'>5、政府和社会资本合作模式。

5.1运作方式：

normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode:char'>（1）对于原湾头古镇和玉文化体验中心区采用建设-拥有-运营-移交（BOOT）模式；

normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode:char'>（2）对于茱萸湾4A景区、民宿客栈区、工业遗址创意园改造（原邗江机械厂厂区）、工业遗址产业园改造（原江扬船厂办公区）采用租赁-改造-运营-移交模式；

（3）对于福利院和传统玉器加工销售市场，项目公司负责只对设施进行外立面改造，不负责设施具体的经营管理和维护；

normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode:char'>（4））与特色产业相关的基础设施采用建设-运营-移交（BOT）模式；

normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode:char'>5.2项目公司注册资金10亿元，其中：政府出资方参股20%，社会资本参股80%（如为联合体，财务投资人以外的社会资本出资不得少于政府方出资）；

normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode:char'> 5.3合作范围：政府授权项目公司特许经营权，项目公司负责项目的投融资、设计、建设、运营维护；在产业培育期(运营期前10年)内，广陵区人民政府向项目公司支付可行性缺口补助；产业培育期满后，项目公司施行市场化运作，并按照相应约定偿付政府方培育期已支付的可行性缺口补助；合作期满后，项目公司将本项目相关资产及特许经营权无偿移交给广陵区人民政府或其指定的机构；政府方或其指定机构负责对该项目实施监管并进行项目评估。

normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode:char'>5.4合作期限：本项目建设期3年，自政府和社会资本签订特许经营协议之日起算，在建设期内，项目公司应完成本项目范围内的建设内容（包括新建、改建并完成竣工验收）。运营期30年，运营期自建设内容完成，并完成全部竣工验收之日算起。

三、投标人资格要求

normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode:char'>本项目已经完成前期资格预审工作，资格预审的结果已经公告。凡通过资格预审的投标人，皆有资格参与本项目采购投标。本项目采购不接受任何未通过资格预审的投标人参与竞争。

normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode:char'>资格预审过程中，采用联合体参加资格预审的，通过资格预审后在采购投标过程中提交的联合体协议应当符合本采购文件的要求。
