normal style='text-indent:21.0pt;line-height:18.0pt;text-autospace: ideograph-numeric'>本汕尾供电局2017年供电所机房环境设备日常维修项目已批准建设，项目建设单位为广东电网有限责任公司汕尾供电局，招标代理为广东曦达工程咨询有限公司。项目已具备招标条件，现对该项目进行公开招标。

2.1建设地点：汕尾市 

2.2建设规模：汕尾供电局及下属海丰、陆丰、陆河供电局供电营业所均有配置UPS后备电源设备，以防止出现停电后能保证收费业务的持续开展（汕尾局10台，海丰局21台，陆丰局30台，陆河局10台设备,每台设备平均配有32节电池，总共有71台UPS主机，2172节电池）,设备的运行年限均超过6年，属于过保设备，为了保证各供电所后备电源的正常、稳定运行，本项目对该批设备进行外委检修服务。服务内容包括：1）每月自行派车到各现场对UPS设备进行例行巡检，并提供巡检报告；2）设备出现故障时，按照技术协议要求及时赶到现场进行故障处理；3）涉及需要更换的设备配件及辅材均由外委商负责；4）提供1次以上设备检修维护相关培训；5)制定并宣贯UPS安装环境规范、协助安装环境的整改工作，并对不合安装及使用环境的UPS及电池设备进行迁移、安装改造，确保设备使用安全。项目的服务期为：合同签订之日起至2018年6月30日，具体以合同签订为准。（具体内容详见招标文件）

公告附件1：招标投诉和异议受理的相关内容

投标人和其他利害关系人认为本次招标活动违反法律、法规和规章规定的，有权向投诉受理机构进行投诉。

2、投诉书的格式及要求

投诉书中应包含投诉人名称、联系人及联系方式、投诉对象、投诉事项的基本事实、相关请求及主张、有效线索和相关证明材料等信息。

投诉书必须由其法定代表人或者授权代表签字并加盖单位公章；投诉由其他利害关系人提出的，还需出示投诉人与本次投标存在利害关系的证明文件，并附有效身份证明复印件。

各投标人或其他利害关系人对投标活动或投标文件存在异议的，可以将投诉书签字盖章后，连同其他附件资料以现场递交或邮寄的方式在规定时间内提出；采用邮寄方式提出的投诉，可以在规定时间内先以传真方式提出，但书面投诉书必须在传真发出的当天同时寄出。

3、投诉内容及时限

3.1.对资格预审文件的内容有异议的，应在提交资格预审文件截止时间2天内提出；

3.2.对招标文件内容有异议的，应在投标截止时间10天内提出；

3.3.对开标有异议的，应在开标现场向监督人员提出；

3.4.对推荐中标结果有异议的，应在中标候选人公示期间提出。

4、投诉不予受理的情形

4.1. 投诉人不是招标投标活动的参与者，或投标人以外的其他利害关系人未能提供与本次投标存在利害关系证明文件的；

4.2. 投诉事项不具体，且未提供有效线索，难以查证的；

4.3. 投诉书未具备投诉人真实姓名、签字和有效联系方式的；以法人名义投诉，投诉书未经法定代表人签字并加盖公章的；

4.4. 超过投诉时效的（以收到投诉书的日期为准；采用邮寄方式的，以邮戳日期为准）；

4.5. 已经作出处理决定，并且投诉人没有提出新的证据的；

4.6. 投诉事项已进入行政复议或诉讼程序的；

4.7. 涉及招标评标过程具体细节、其他投标人的商业秘密或其他投标人的投标文件具体内容但未能说明内容真实性和来源合法性的投诉。

5、恶意行为的处罚

经核查发现投诉人所提出的投诉存在诬告、故意扰乱招投标秩序等恶意行为，给招标人或他人造成损失的，将限制其1年内不得参加广东电网有限责任公司汕尾供电局组织的招投标活动。
