normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:150%'>本项目起点位于海丰县平东镇塘尾村附近，通过塘尾枢纽互通连接潮惠高速，终点在红海湾经济开发区田墘镇连接现有红海湾大道。本项目工可路线总长38.233km，拟建桥梁长12.889km /22座，隧道长6.930km/4座，全线共设互通式立体交叉4处（其中2处枢纽），主线设服务区1处，管理中心、养护中心各1处，设收费站3处（含主线收费站1座）；全线采用设计车速100km/h的双向四车道高速公路技术标准，路基标准横断面宽度26m。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:150%'>兴宁至汕尾高速公路海丰至红海湾开发区段一期工程，路线长21.84km，起讫桩号:K0+000～K21+840，设特大桥、大桥5758.32m /19座，中、小桥294.8m/8座，隧道长1684.5m/2座（按双洞平均长计）；设塘尾、陆丰西、西湖、沙港互通立交共4处，可塘服务区1处。

normal style='text-indent:21.1pt;mso-char-indent-count:2.0;line-height:150%'>本次监理服务招标范围为兴宁至汕尾高速公路海丰至红海湾开发区段一期工程的附属区房建工程，包括集中住宿区（含沙港收费站）1处、养护工区（含陆丰西收费站）1处，服务区1处、隧道管养房屋2处等工程内容，总用地面积约186亩，总建筑面积约13912.2m²，总共5处附属房建工程的施工准备阶段、施工阶段、缺陷责任期阶段的施工监理和对施工过程中施工安全的监理、项目的环境保护、水土保持的监理，参建各方竣工档案编制工作的监理，以及履行协同业主完成竣工验收和配合业主竣工验收前的结算与决算的有关工作的责任。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:150%'>FJ1合同段监理服务期限为32个月，包括施工准备阶段监理2个月，施工期监理18个月，缺陷责任期监理12个月；站区房建与路基工程同步或提前完工，服务区房建工程计划在路面工程完工后开工，计划工期一年，具体开工日期以监理工程师签发的开工令为准。如施工工期进行了调整，监理工期也相应进行调整。

normal style='line-height:150%'>3. 投标人资格要求

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:150%'>3.1投标人应具备建设行政主管部门核发的在有效期内的房屋建筑工程监理甲级以上（含甲级）资质证书，且持有工商行政管理部门核发的企业法人营业执照，具有类似工程施工监理经验，并在监理人员、试验检测能力、办公、交通、生活设施、财务、诉讼和履约等方面满足资格条件要求。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:150%'>3.3与招标人存在利害关系可能影响招标公正性的法人，不得参加投标。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:150%'>单位负责人为同一人或者存在控股、管理关系的不同单位、或同一母公司多家子公司，不得参加同一标段投标，否则按否决其投标处理。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:150%'>单位负责人是指单位的法定代表人或者法律、行政法规规定代表单位行使职权的主要负责人。控股是指股份占股份有限公司股本总额的50%以上。管理关系是指不具有出资持股关系的其它单位之间存在的管理与被管理关系，如一些事业单位。国务院国有资产监督管理机构直接监管的中央企业均不属于本条规定的“母公司”，其一级子公司可同时参加同一监理合同段投标，但同属一个子公司的二级子公司不得同时参加同一监理合同段投标。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:150%'>4.1 请投标人持企业法人营业执照复印件（加盖单位公章）、企业资质证书复印件（加盖单位公章）、经办人身份证复印件（加盖单位公章）及原件，以及单位介绍信原件、《广州建设工程投标报名申请表》1份于2017年6月15日至2017年6月21日（法定公休日、法定节假日除外），每日上午9:30时至11:30时，下午14:00时至16:00时（北京时间，下同），在广州市天河区天润路333号广州公共资源交易中心购买招标文件。
