1.1   招标目的

normal style='margin-left:35.9pt;text-indent:-35.9pt;mso-char-indent-count:-3.42'>1.1.1  为了获得工程设计方案，招标人以公开招标方式，在给定任务书、统一收费标准、投标人满足投标资格的前提下，通过评标委员会的评审推荐，确定最佳设计方案及其设计承包人。

normal align=left style='text-align:left'>1.2.1  工程名称：多宝街丛桂社区、谊园社区、恩宁社区微改造工程设计。

normal align=left style='text-align:left'>1.2.2  工程位置： 广州市荔湾区多宝街。

normal align=left style='text-align:left'>1.2.3  工程范围：拟对丛桂（用地面积4.84公顷）、恩宁（用地面积4.56公顷）、谊园（用地面积4.35公顷）3个社区实施改造，涉及963户居民，微改造内容包括房屋建筑本体和小区公共部分两方面。其中房屋建筑本体改造内容包括排水管整治、供水设施整治、清疏维修化粪池和排污卧管、外立面整饰、安装楼栋门对讲系统、修复楼体扶手和踏步、粉刷楼道、修复屋顶避雷针、修复屋面防水层、安装楼道公用表计、新增标识系统、规范楼内强弱电管线和楼道清杂等，共17项。小区公共部分改造内容包括维修改造室外消防设施，排水系统整治，路面修复，增设信报箱，新建绿地、广场、景观小品、运动设置、健身路径、牌坊，拆除违建，维修自行车棚、小区照明设施、小区围墙，安装小区照明设施、小区视频监控系统，整治小区出入口等，共17项。

1.4   投标资格

normal align=left style='margin-left:35.9pt;text-align:left;text-indent:-35.9pt;mso-char-indent-count:-3.42'>1.8.1  设计工期：中标人应在设计合同签订后10工作日内完成方案修改，方案确定后15 工作日内完成初步设计，初步设计审查批准后 15工作日内完成施工图设计，施工图设计文件经审查发现问题后 5 工作日内完成补充、修改。如果延误工期，承包人向发包人支付的误期损害赔偿费每天为最终设计合同价格的0.3%；误期损害赔偿费的最高限额为最终设计合同价格的30%。
