3. 投标人资格要求
投标人应具备的资格或业绩：
1) 投标人必须是制造商，否则其投标将被否决。
如果投标人提供货物产地为中华人民共和国关境外。一旦中标，投标人必须是与招标人签订本项目外贸合同的签约方。如投标人不具备与招标人签订外贸合同的能力，其投标将被否决。
如果境外投标人所投货物包含境内部分，则投标人须具备人民币结算能力，否则其投标将被否决。
2) 关境内投标人须提供以下资质证书的复印件：
①营业执照、组织机构代码证及税务登记证或“三证合一”后加载统一社会信用代码的营业执照；
②有效期内的ISO9001认证或同等质量体系认证证明。
关境外投标人须提供以下资质证书的复印件：
①有效的企业登记证明材料；
②有效期内的ISO9001认证或同等质量体系认证证明。
3) 业绩要求：近三年（2014-2017年），投标人应具有制造和/或销售本招标要求的同规格或类似设备（不低于本招标要求）的不少于5套的业绩并提供业绩清单，同时提供销售合同复印件作为证明材料。
4) 境内投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件；境外投标人应当提供在开标日前3个月内由其开户银行开具的银行资信证明的原件或复印件。

3. Qualification Requirements For Bidder
Qualifications or Performance：
1) The bidder must be the Goods’ manufaurer; otherwise the bid will be rejeed.
The bidders must be the contra party and hA/Ve the ability to fulfill foreign trade contra with SAMC if offering Goods from outside PRC customs territory, otherwise the bid will be rejeed.
If the foreign bidders hA/Ve goods provided within PRC customs territory, the bidder shall hA/Ve the ability to fulfill RMB contra direly with SAMC, otherwise the bid will be rejeed.
2) For domestic bidders:
①Business License (Business Registration), Organization Code Certificate, Tax Registration Certificate;
②Valid ISO 9001:2008 Quality Management System or other certificates of the same class.
For foreign bidder:
①Business Registration;

3) Requirements of Achievements:
