normal style='text-indent:21.25pt;line-height:18.0pt'>江苏省农委组织开展全省农产品质量安全监督抽查工作，每年在元旦、“十一”等节日前夕开展重点时段农产品质量监督抽查，以及对“三品一标”获证产品开展专项监督抽查。检测任务承办单位根据省农委监督抽查工作的有关要求，具体承担样品检测任务，并在承诺期限内提交检测报告。

normal style='text-indent:21.25pt;line-height:18.0pt'>本次公开招标实际包括2个分包检测项目，包括种植业产品、畜牧业产品等2类食用农产品，2017年度“江苏省农产品质量安全监督抽查”产品检测服务承办单位。

normal style='text-indent:21.25pt;line-height:18.0pt'>分别确定分包一种植业产品检测机构3家，第一中标候选人，承担检测区域：南京、无锡、徐州、常州、苏州，样品605批次；第二中标候选人，承担检测区域：南通、连云港、淮安、扬州，样品565批次；第三中标候选人，承担检测区域：盐城、镇江、泰州、宿迁，样品550批次。分包二畜牧业产品检测机构3家，第一中标候选人，承担检测区域：无锡、徐州、盐城、扬州，样品270批次；第二中标候选人，承担检测区域：南京、南通、连云港、宿迁，样品260批次；第三中标候选人，承担检测区域：常州、苏州、淮安、镇江、泰州，样品250批次。 

normal style='text-indent:21.25pt;line-height:18.0pt'>本次采购分包一,总预算为5070560元，一共1720批次，政府采购预算为2948元/批次；分包二，总预算为2299740元，共780批次，政府采购预算为2948元/批次。

normal style='margin-left:21.0pt'>三、供应商资格要求

normal style='text-indent:21.25pt;line-height:18.0pt'>（一）符合政府采购法第二十二条第一款规定的条件，并提供下列材料；

normal style='text-indent:21.25pt;line-height:18.0pt'>1、法人或者其他组织的营业执照等证明文件，自然人的身份证明；

normal style='text-indent:21.25pt;line-height:18.0pt'>2、2016年度的财务状况报告（成立不满一年不需提供）；

normal style='text-indent:21.25pt;line-height:18.0pt'>3、依法缴纳税收和社会保障资金的相关材料；

normal style='text-indent:21.25pt;line-height:18.0pt'>4、具备履行合同所必需的设备和专业技术能力的证明材料；

normal style='text-indent:21.25pt;line-height:18.0pt'>5、参加政府采购活动前3年内在经营活动中没有重大违法记录的书面声明；

normal style='text-indent:21.25pt;line-height:18.0pt'>（二）其他资格要求：

normal style='text-indent:21.25pt;line-height:18.0pt'>1、中国境内专业从事农产品质量安全检测的机构，同时具备省级（或国家）计量认证资格（CMA）和农产品质量安全检验检测机构认证资格（CATL）。

normal style='text-indent:21.25pt;line-height:18.0pt'>2、投标人参与投标的分包项目中所涉及的检测参数，须全部包含在投标人获得资格认定的相关检测能力列表中。

normal style='text-indent:21.25pt;line-height:18.0pt'>3、未被“信用中国”网站（www.creditchina.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重失信行为记录名单。
