normal style='text-indent:24.0pt;line-height:145%;layout-grid-mode:char'>1、项目地点：本项目位于宿迁市宿城区蔡集镇，具体建设范围为：东至蔡龙线，南至民便河，西至陈圩子，北至蔡田路，规划占地总面积约为94公顷（合计1410亩）。

normal style='text-indent:24.0pt;line-height:145%;layout-grid-mode:char'>3、主要建设内容：本项目规划总面积约94公顷（1410亩），其中水域面积400亩，主要涉及湖滨休闲区（嬉水牛）、酒店商业区（乐活牛）、田园游憩区（耕作牛）、民俗体验区（民俗牛）、民宿度假区（原乡牛）等。

normal style='text-indent:24.0pt;line-height:145%;layout-grid-mode:char'>项目建设期为2年，分批推进。第一年围绕美丽乡村主题，进行生态景观的设计与建设，第二年侧重于旅游基础设施建设，并合理植入其他产业。

normal style='text-indent:24.0pt;line-height:145%;layout-grid-mode:char'>合作期12年，其中，建设期2年，运营期10年。项目公司负责本项目的投融资、建设与运营管理，政府在运营期开始后依据绩效考核标准进行付费；合作期满，本项目设施等项目资产无偿移交至政府或指定机构，或在同等条件下优先委托项目公司继续运营。

normal style='text-indent:24.0pt;line-height:150%;background:white'>本项目实现回报以政府付费为主，经营性收入为辅。其中政府购买服务付费包括:（1）可用性付费：包括本项目所有工程的建设投资成本、融资成本、及合理收益。(2)运营维护费：在运营期间的各项设备设施运行维护费用及合理收益。经营性收入指政府允许项目公司在景区设立生态入口景观区、滨水文化休闲区、乡村风情体验区和创意田园观光区，其产生的经营收入在项目公司中独立核算，根据实际收入各方情况协商冲抵政府付费。

normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode:char'>资格预审过程中，采用联合体参加资格预审的，通过资格预审后在投标过程中提交的联合体协议应当符合本招标文件的要求。
