normal style="LINE-HEIGHT: 150%; TEXT-INDENT: 24pt; background-size: initial; background-origin: initial; background-clip: initial" align=left>按照《广州市设计咨询技术质量深度试行规定》（广州市建设委员会穗建技［1999］313号）、《房屋建筑和市政基础设施工程施工图设计文件审查管理办法》（建设部令第134号）、国家、行业和地方有关工程建设的法规、政策、规定、设计技术规范、规程、标准等及经上级主管部门批准的项目建议书、项目可行性研究报告、相关技术文件及有关项目的评估报告、评审报告及其它审批意见等其它依据，以及“三控（质量、投资、进度）”的要求，设计咨询单位对本项目全过程（含方案设计、初步设计、施工图设计、施工配合等）所有专业的设计工作进行设计咨询审查服务。咨询范围是开发用地范围内所有开发建筑物（含主变电站等公建配套）的设计及建设全过程进行设计咨询服务。具体咨询工作要求如下：

normal style="LINE-HEIGHT: 150%; TEXT-INDENT: 24pt; background-size: initial; background-origin: initial; background-clip: initial" align=left>a.对各阶段的设计图纸的合理性提供审图意见；对各阶段的设计成果文件进行复核及审查，指出偏差和错误，提出优化建议，提交方案设计阶段（如有）、初步设计阶段（如有）、施工图设计阶段和施工配合阶段的设计咨询意见及工作总结，并对设计概算（如有）、施工图预算以及招标清单、设计变更预估金额提出咨询意见；对咨询范围内工程项目的技术革新、环保节能设计、设计变更提出咨询审查意见；审查工程设计采用的技术标准、功能要求、设计参数、定额及指标是否正确，对各枢纽综合体地块红线内所有交通衔接设施（公交首末站、站务用房、公交停靠站、P+R停车场、出租车及K+R设施、自行车设施、室内大堂、换乘核心、便民设施、人行道等慢行系统、盖板工程、衔接信息指引等），商业开发同步实施预留工程，各枢纽综合体地块红线外的环境美化及交通组织优化，涵盖综合管线及市政接驳设施（含外水和外电工程设计等）提出咨询意见；（含主变电站等公建配套）的咨询服务；对交通规划研究、商业策划研究、工程策划研究及营销策划研究等策划研究工作提出咨询意见；对场地地震安全性评价，提交地地震安全性评价报告；对建筑、结构、机电、给排水、智能化、燃气、绿色建筑、幕墙、外水外电、人防、消防、节能、精装修、园林景观、导向标识、防雷、泛光照明、综合管网、限额设计、、防水、门窗、装修、园林等各类物业标准化专题研究、车辆段盖下消防专题、盖板荷载专题、盖上下结构统一计算专题、减震降噪专题等必要的专题研究专业及对交通规划研究、工程策划研究等策划研究工作进行咨询，并提出相应的咨询报告；在现行政策、技术、经济、市场等条件下，研究如何提升项目价值。
