3、投标人资格要求
投标人应具备的资格或业绩：1）投标人必须是从事相关设备生产的制造商，或其针对本项目的唯一授权代理经销商。 2）投标人名称应与招标代理机构的购标登记表上的名称一致。如不一致，投标文件中应附有投标权转让函，否则其投标文件将予以拒绝接受。 3）本项目不允许联合体投标。 4）投标人所投产品具有良好的行业销售业绩，有10个或以上不同用户使用过所投产品（每套产品须具有同时记录雷达数据、语音信号、自动化网络数据功能），且至少有1套产品的语音与现场空管自动化系统同步回放的成功应用案例，且稳定运行二年以上。以上要求投标人须提供证明（采购合同及用户使用证明材料，材料需能反映上述要求并由用户单位签字盖章）。 5）投标人拟供货物必须具备中国民用航空局颁发且有效的《民用航空空中交通通信导航监视设备使用许可证》或临时使用许可证, 投标人须提供复印件。

3.Qualification Requirements For Bidder
Qualifications or Performance：1) The bidder must be the manufaurer of the relevant equipment, or the sole authorized agent for the proje. 2) The name of the bidder shall be the same as the name on the place of purchase of the bid invitation agency. If the inconsistency, the tender documents should be accompanied by a transfer letter of tender, otherwise the tender documents will be rejeed. 3) The consortium is not allowed to bid. 4) The bidder has a good industry sales performance, there are 10 or more different users hA/Ve used the produ (each produ must hA/Ve the same time record radar data, voice signals, automated network data funion), and at least 1 Set of produs voice and field air traffic control automation system synchronization playback successful application case, and stable operation for more than two years. The above requirements require the bidder to provide proof (purchase contra and user use of proof materials, materials need to refle the above requirements and signed by the user unit seal). 5) The bidder to be the goods must hA/Ve the Chinese Civil A/Viation Authority issued and effeive "civil A/Viation air traffic nA/Vigation and nA/Vigation monitoring equipment use permit" or temporary use permit, the bidder shall provide a copy.
