1.4 技术要求：资格标准：
（1）投标人应提供所投产品国内主要用户清单，要求在国内外至少有1个成功应用。
（2）一旦中标，投标人必须是与买方签订本项目外贸合同的签约方。如投标人不具备与买方签订外贸合同的能力，将废除其投标。（说明：如产品为进口产品且须签订进口合同，中标的投标人必须以自身名义与买方或买方商务代理签订外贸合同，且可以接收中国大陆关境内的公司所付出的外汇。
（3）本次招标最高投标限价:14.5万美元。

If the bidder is not qualified to sign with the vendee the contra on foreign trade, the accepted bid shall be abandoned.
