3、投标人资格要求
投标人应具备的资格或业绩：1）投标人必须是从事相关系统生产与销售5年或以上的合法企业集团或独立生产厂商；或其针对本项目唯一授权的代理商(代理商需提供系统主要设备（如大气透射仪、独立风站）的制造商针对本项目出具的唯一授权书)； 2）投标人所投产品至少从2012年至今在国内或国际民用航空机场上有一个或以上成功案例，投标人需提供用户名单，并提供相应的证明材料(合同；或现场验收报告；或用户报告等有效证明材料。但均需能反映上述所有要求)； 3）投标人所投产品若属首次应用于中国民用航空气象探测和观测的设备，必须符合2014年1月1日实行的《中国民用航空气象工作规则》（CCAR-117-R2）第177条和178条规定的要求，并提供民航局空管办出具的“适用于中国民用航空机场”试验验证评估结论（提供相应的证明材料和文件）；

Qualifications or Performance：1) The bidder must be a legitimate enterprise group or independent manufaurer engaged in the produion and sale of the relevant system for 5 years or more; or its sole authorized agent for the proje (the agent shall provide the main equipment of the system (such as atmospheric transmission instrument, independent Wind station) for the proje issued by the sole power of attorney); 2) The bidder shall hA/Ve at least one or more success stories at home or international civil A/Viation airports from 2012 to the present. The bidder shall provide the user's list and provide the corresponding supporting documents (contra or site acceptance report; or user Reports and other valid proof materials, but are required to refle all of the above requirements); 3) If the bidder's application is for the first time in China's civil A/Viation weather deteion and observation equipment, must comply with January 1, 2014 implementation of the "China Civil A/Viation Weather Rules" (CCAR-117-R2) Article 177 And the provisions of the 178 requirements, and provide the Civil A/Viation Authority Air Traffic Control Office issued by the "applicable to China 's civil A/Viation airport" test validation assessment conclusions (to provide the corresponding proof of materials and documents);
