3、投标人资格要求
投标人应具备的资格或业绩：1)投标人必须是从事同类设备生产、系统集成与销售的合法企业集团或独立生产厂商或代理商。若投标人非投标货物制造商时，光传输设备、PCM复用接入设备、综合业务接入设备必须提供制造商针对本项目出具的授权书。 2）投标人所投ASON光传输设备、光传输环网接入设备（含PCM复用接入设备、综合业务接入设备）必须提供工信部（原信息产业部）的有效的入网认证证书。 3）投标人所投智能光传输设备在国内成大规模的应用（单网不少于8套设备）业绩；且最少使用1年以上，提供1个案例；同时智能光传输设备在国内至少有一个单网不少于10套设备的开通智能光路由案例；以上案例均需提供用户使用报告。 4)投标人所投PCM复用接入设备必须作为VHF信号、雷达信号传输网络设备在国内至少使用1年以上，需提供1个案例及用户使用报告。 5）投标人所投综合业务接入设备必须作为VHF信号、雷达信号传输网络设备在国内至少使用1年以上，需提供1个案例及用户使用报告。 6）投标人在国内外有良好的业绩，同类项目具有可靠的运行经验并为三个或以上用户提供过满意的运行服务，需提供用户使用报告。 7）投标人名称应与招标代理机构的购标登记表上的名称一致。如不一致，投标文件中应附有投标权转让函，否则其投标文件将予以拒绝接受。 8）本项目不允许联合体投标。

3.Qualification Requirements For Bidder
Qualifications or Performance：1) Bidders must be engaged in similar equipment produion, system integration and sales of legitimate enterprise groups or independent manufaurers or agents. If the bidder does not bid for the goods manufaurer, the optical transmission equipment, PCM multiple access equipment, integrated service access equipment must provide the manufaurer for the proje issued by the power of attorney. 2) The bidder's ASON optical transmission equipment, optical transmission ring network access equipment (including PCM multiplex access equipment, integrated service access equipment) must provide the Ministry of Information Industry (the Ministry of Information Industry) effeive network certification. 3) Bidders cast smart light transmission equipment in the country into a large-scale application (single network of not less than 8 sets of equipment) performance; and at least use more than 1 year to provide a case; at the same time intelligent optical transmission equipment in the country at least A single network of not less than 10 sets of equipment to open intelligent light routing cases; the above cases are required to provide users with the report. 4) The bidder's PCM multiplex access equipment must be used as VHF signal, radar signal transmission network equipment in the country for at least 1 year, need to provide a case and user use report. 5) The bidder's integrated service access equipment must be used as VHF signal, radar signal transmission network equipment in the country for at least 1 year, need to provide a case and user use report. 6) Bidders hA/Ve good performance at home and abroad, similar projes with reliable operating experience and three or more users to provide satisfaory operation services, the need to provide users with the report. 7) The name of the bidder shall be the same as the name on the registration form of the bid invitation agency.
