Announcement on International Solicitation for Consulting Proposals and Overall Planning (Conceptual) Program of Wuhan Changjiang New Town Proje

武汉市第十三次党代会提出：“规划建设长江新城，以超前理念、世界眼光，打造代表城市发展最高成就的展示区、全球未来城市的样板区”。规划建设长江新城是百年大计、武汉大事，必须坚持高起点定位、高标准规划、高质量建设、高效率推进。

The proposal adopted at the 13^thParty Congress of Wuhan that “we will carry out planning and construion of Changjiang New Town under the guidance of advanced concept and in a global perspeive to create a model city that represents the highest urban development level in the world”。Changjiang New Town as a proje of vital and lasting importance and a big event in Wuhan must be oriented at a new height, planned with high standards, construed with first-grade quality and progressed with high efficiency.

本次活动将面向全球公开邀请优秀的规划设计机构参与，征集咨询建议书，主办单位将对咨询建议书进行评审，选取5家规划设计机构参加总体规划(概念)方案征集活动。

This event serves as a public invitation for consulting proposal from global first-class planning and design institutes. The sponsor will finalize five planning and design institutes to offer theiroverall planning (conceptual) program after scrutiny of all proposals.

四、报名及咨询建议书征集大纲的获取

IV. Application and Acquisition of SolicitationOutline of Consulting Proposal

（1）有意向参加本次征集活动的申请人通过邮件进行报名登记（报名表详见本公告附件，填写完成后E-mail至指定邮箱），报名时间：2017年9月28日至10月11日17:30（中国北京时间，下同）。

(1) Applicants who intend to participate in this international solicitation will register by email (See appendix to this Announcement for the Application Form; upon complete, please email the form to designated email box). Registration time: from September28, 2017 to 17:30 onOober11, 2017 (Beijing time, China, similarly hereinafter).

（2）请申请人填写报名表后将报名表及报名资料以PDF和Word版本Email至邮箱cjnewtown@wpl.gov.cn，湖北中盛汇金项目管理有限公司收到后，将咨询建议书征集大纲的电子版文件发送给申请人。

(2) After completion of the Application Form, please email it along with application materials (in PDF and WORD format) to cjnewtown@wpl.gov.cn(email box). Upon receipt of the form and application materials, Hubei Zhongsheng Huijin Proje Management Co., Ltd. will send an eleronic solicitation outline of consulting proposal to each applicant.

五、咨询建议书递交

V. Submission of Consulting Proposal

申请人应按照咨询建议书征集大纲的要求编制咨询建议书，并在咨询建议书递交截止时间2017年10月 18日上午12：00之前将全套咨询建议书的电子扫描文件传送至指定邮箱（以上述指定邮箱的收件箱中收到咨询建议书的邮件显示的时间（北京时间）为准），书面咨询建议书应尽速邮寄或专人递送至湖北中盛汇金项目管理有限公司。

The applicant shall prepare the consulting proposal based on the solicitationoutline, and email the eleronic scanned copies of complete set of consulting proposal to the designated email box not later than 12:00AMonOober 18, 2017 (based on the time(Beijing time) indicated in the email designated to receive consulting proposal). Written proposals shall be delivered by express courier or by hand to Hubei Zhongsheng Huijin Proje Management Co., Ltd.

VIII. Miscellanea

1、为保证工作的顺利推进，本次咨询建议书设置5个入围名额，参加后续总体规划(概念)方案征集活动，第6-10名获得5万元（人民币）/家的基本津贴。

1. To ensure smooth progress of this event, five candidates on the shortlist will be eligible to offer their overall planning (conceptual) program for the proje. Each of candidates ranking 6^th-10^thwill be granted a basic allowance of RMB50,000.

2、总体规划(概念)方案征集活动评审完毕后，主办单位将分别对第1-3名（不排序）给予一定设计费，对第4-5名（不排序）给予一定设计费。

2. After review of all the overall planning (conceptual) programs colleed, the sponsor will grant design feesto each of candidates ranking the 1^st-3^rdand to each of those rankingthe4^th-5^th.

3、主办单位后续可委托前三名的一家机构提供武汉长江新城总体规划编制服务。

3. The winner (rankingthe1^st-3^rd)will be delegated to provide overall planning program formulationservices for Wuhan Changjiang New Town proje.

4、解释权：本次咨询征集活动及相关文件的最终解释权归主办单位。
