The People’s Republic of China has received a promotion loan from the Government of the Federal Republic of Germany through KfW (Kreditanstalt für Wiederaufbau) towards Chuxiong Medical College proje and it intends to apply part of the proceeds of this loan to eligible payments under the contra for which this Invitation for Bids is issued.

Minmetals International Tendering Co., Ltd., aing for and on behalf of the Employer, Chuxiong Medical College, now invites sealed bids from eligible Bidders for Construion of the Students’ Dormitory. International competitive bidding will be condued.

The Bidder shall meet the following requirements: (1). the bidder shall be qualified for Second-class qualification or above level as Construion General Contraor issued by relevant construion administrative department and shall hA/Ve Safety Produion License. (2). Minimum A/Verage annual construion turnover of CNY 120 million or equivalent foreign currency in last 3 years (2014-2016). (3). Minimum A/Verage annual net worth of CNY 15 million or equivalent foreign currency in the last 3 years (2014-2016). (4). All pending litigation and arbitration, if any, shall be treated as resolved against the Bidder and so shall in total not represent more than fifty percent (50%) of the Bidder’s net worth. (5). A/Vailable Financial Resources requirement is at least CNY 10 million or equivalent foreign currency. (6). The bidder shall hA/Ve been successfully completed three or above similar proje between Jan 2014 and Dec 2016 (definition of similar proje: construion proje with general contra amount not less than CNY 50 million each or equivalent foreign currency).

Any consortium is not acceptable.

The interested bidders can purchase the tender documents by presenting the power of attorney of legal representative and authorized representative’s Identity Card in original, between 9:00 to 11:30, 13:30 to 17:00 from Dec 8, 2017 to the deadline of the bid submission (Saturdays, Sundays and holidays excepted) at address of the Procurement Agent listed in this invitation upon payment of a nonrefundable fee of CNY 1200 Yuan or EUR 160 for Chinese and English hardcopy version and eleronic version of drawings. Additional RMB 100.00 or EURO 50.00 is required in case of express mail for those within or outside China.

All Bids must be accompanied by a Bid Security of the amount not less than CNY 800,000 or equivalent EUR. Late bids shall be rejeed. Bids will be opened in the presence of the Bidders’ representatives at Conference Room, 4^th floor, Building D, Minmetals Plaza, 5 Sanlihe Road, Haidian, Beijing, P. R. China at 9:00 a.m. (Beijing Time) on January 23, 2018.

This Invitation for Bids will be published in www.chinabidding.com, www.dlztb.com and in Germany on the website of German Trade and Invest GmbH (gtai) simultaneously.
