开发补充水田项目施工招标公告

本2017年度梅州市梅县区松口镇铜琶村、桃尧镇麻坝村开发补充水田项目已由梅州市梅县区发展和改革局以梅县区发改审［2017］186号文批准建设，建设资金来源由区财政统筹解决，招标人为梅州市梅县区土地开发整理中心，招标代理机构为广东人信工程咨询有限公司 。项目已具备招标条件，现对该项目施工进行公开招标。

normal style="LINE-HEIGHT: 23.8pt; TEXT-INDENT: 21pt" align=left>2.4 项目主要建设内容为：土地平整、土壤改良、灌溉与排水、田间道路、农田防护及生态环境保持工程等；松口镇铜琶村48.39亩、桃尧镇麻坝村35.55亩；详细内容以工程量清单及施工图纸为准。
2.5 招标范围：具体以招标人提供的工程量清单、设计图纸为准。
2.6 工程建安费用：346.456055万元 ；
3、投标人资格要求

normal style="LINE-HEIGHT: 23.8pt; TEXT-INDENT: 21pt; mso-line-height-rule: exaly; mso-char-indent-count: 2.0">（2）具有水利水电工程施工总承包叁级或以上资质且已取得建设行政主管部门颁发的有效安全生产许可证；
normal style="LINE-HEIGHT: 23.8pt; TEXT-INDENT: 21pt; mso-line-height-rule: exaly; mso-char-indent-count: 2.0">（3）拟任本工程的项目负责人须是水利水电工程专业二级或以上（广东省外企业项目负责人应为水利水电工程专业一级建造师）注册建造师；拟任本工程的技术负责人具有水利水电类专业工程师职称或以上；
normal style="LINE-HEIGHT: 23.8pt; TEXT-INDENT: 24.1pt; mso-line-height-rule: exaly">注：1、项目经理如有近期中标且尚在实施工期内的的项目，但在本项目规定的报名时间前已变更或已完工的，需在报名时提供由建设单位出具的合法有效的变更或完工证明材料，否则视为不符合招标文件要求。报名结束后招标代理对项目负责人是否有近期中标且尚在实施工期内的的项目进行核查，如发现项目负责人有近期中标且尚在实施工期内的的项目的，且在报名时没有提供合法有效的变更或完工证明材料的，视为不符合招标文件要求,不得进行投标,否则，中标后将取消中标资格并按相关规定处理。如在本项目报名后至投标截止前，投标人明知在其他项目已中标，仍继续参与本项目投标的，一经查实，将取消中标资格。
normal style="LINE-HEIGHT: 23.8pt; TEXT-INDENT: 24.1pt; mso-line-height-rule: exaly">2、报名结束后，项目负责人在“广东省水利建设市场信用信息平台”公众查询途径如查到显示有在建工程，视为不符合招标文件要求，不得进行投标，否则，中标后将取消中标资格并按相关规定处理。如在本项目报名后至投标截止前，投标单位拟任项目负责人在“广东省水利建设市场信用信息平台”公众查询途径如查到显示有在建工程，一经查实，将取消中标资格。

normal style="MARGIN: 5pt 0pt; LINE-HEIGHT: 23.8pt; TEXT-INDENT: 21pt; mso-line-height-rule: exaly; mso-char-indent-count: 2.0">（6）为加强本工程项目建设管理的力度，拟任本工程的测量人员具有测量专业中级以上（含中级）职称；财务负责人具有会计从业资格证书或助理会计师(含)以上证书；造价管理人员须已在全国水利工程师职业生涯管理系统登记并通过审核，并提供全国水利建设市场信用信息平台网站的人员基本信息和执业资格网页打印；

normal style="LINE-HEIGHT: 23.8pt; TEXT-INDENT: 21pt; mso-line-height-rule: exaly; mso-char-indent-count: 2.0; tab-stops: 162.0pt">（10）因现场场地情况较为复杂，为让潜在投标人在投标时做到心中有数，潜在投标人的企拟任本工程项目负责人、技术负责人、造价管理人员、测量人员需在自身企业报名前携带其本人二代身份证、法人代表证明书或授权委托书、代表各自身份的证书原件，先到招标代理机构处（梅州市梅江区三角镇正兴路香榭丽花园18-14号广东人信工程咨询有限公司梅州分公司）核实身份证原件，并取得代理机构盖章文件后，到现场踏勘，需拍摄具有显示该项目所在地背景的照片,拍摄地点为：松口镇铜琶村、桃尧镇麻坝村委会。照片交招标人确认后方可领取现场踏勘证明书（现场勘查证明格式见附件二）。
normal style="LINE-HEIGHT: 23.8pt; TEXT-INDENT: 21pt; mso-line-height-rule: exaly; mso-char-indent-count: 2.0; tab-stops: 162.0pt">（11）投标人2013年1月以来完成过单项投资300万元以上的高标准基本农田建设项目或国家农业综合开发土地治理工程业绩；业绩时间以中标通知书为准（须提供中标通知书、施工合同、竣工验收报告复印件，同时须提供业主单位固定电话及联系人以备核查。）；
normal style="LINE-HEIGHT: 23.8pt; TEXT-INDENT: 21pt; mso-line-height-rule: exaly; mso-char-indent-count: 2.0; tab-stops: 162.0pt">备注：拟投入的项目管理班子成员（项目负责人、技术负责人、施工员、安全员<与专职安全生产管理人员应为同一人>、质检员、材料员、资料员、测量人员、财务负责人、造价管理人员）应是投标人本单位人员，每人在本项目只能担任一个岗位，不得兼任，且在报名阶段及投标阶段应一致。
3.2、信誉要求
凡在广东水利建设与管理信息网公布禁止参加省内水利工程建设投标期限内的单位不得参加本项目的投标；
3.3、本工程不接受联合体投标；

4、投标报名及购买招标文件
normal style="LAYOUT-GRID-MODE: char; LINE-HEIGHT: 23.8pt; TEXT-INDENT: 21pt; mso-line-height-rule: exaly">4.1凡有意参加的申请人，请于2018年2月9日至2月13日上午 9:30 时至 11:30 时，下午 13:30 时至 16:00 时（北京时间，下同）到广州公共资源交易中心（广州市天河区天润路333号）（详见一楼报名窗口屏幕）窗口报名及购买招标文件。

5、投标保证金
投标人应按招标文件规定提交投标保证金。
6、投标文件的递交及相关事宜
6.1投标文件递交的截止时间为 2018年3月9日9时00分，投标人应于当日 08 时30分至9时00分将投标文件递交至广州市公共资源交易中心（广州市天河区天润路333号）室（具体时间及地点安排详见广州市公共资源交易中心网站的交易活动安排）。
6.2逾期送达的或者未送达指定地点的投标文件，招标人不予受理。
