3、投标人资格要求
normal style="text-indent:24.1pt">通用资格：
normal style="text-indent:24.0pt;line-height:150%">1.中华人民共和国境内合法注册运作的法人或其他组织，具有独立承担民事责任的能力、独立承担的能力和独立履行合同的能力。
normal style="text-indent:24.0pt;line-height:150%">2.具备有效的营业执照、组织机构代码证、税务登记证。
normal style="text-indent:24.0pt;line-height:150%">3.具有良好的财务状况和商业信用（提供近1年公司审计报告或经审计的财务报表），且在近一年内没有处于被责令停业、财产被接管、冻结、破产状态。
normal style="text-indent:24.0pt;line-height:150%">4.本招标活动不接受贴牌代工以及任何分包、转包的行为。
normal style="text-indent:24.0pt;line-height:150%">5.本次招标将“220kV 180MVA 三相一体交流电力变压器”、“220kV 变电站自动化系统（含五防系统和安全防护设备）”两种设备列为整站设备集成总包的“关键设备”,且仅接受“关键设备”制造商或制造商的集团总公司参与投标：
normal style="text-indent:24.0pt;line-height:150%">（1）若由“关键设备”制造商投标的，投标人必须具备自行生产、供应至少其中一种“关键设备”所必需的生产场所、生产设备、专业技术能力、售后服务能力和员工队伍，且投标时所选用的对应设备必须是自行生产产品。
normal style="text-indent:24.0pt;line-height:150%">（2）若由“关键设备”制造商的集团总公司投标的，则集团总公司的下属公司中须具备自行生产、供应一种“关键设备”及三种以上站内其他设备所必需的生产场所、生产设备、专业技术能力、售后服务能力和员工队伍，投标时所选用的对应设备必须是集团公司自行生产产品，且必须提供集团总公司与下属公司关系的证明文件。
normal style="text-indent:24.0pt;line-height:150%">6.投标人（若由集团总公司投标，则指生产相应设备的下属公司）必须通过南方电网公司组织的供应商资质能力评估，具体以南方电网公司发标前提供的合格供应商名单为准，不在网公司合格名单内的供应商将不接受其购买招标文件。
normal style="text-indent:24.0pt;line-height:150%">7.对于本次招标以下物资品类（包含主变压器、瓷柱式断路器、隔离开关、站用避雷器、SF6电流互感器、油浸电容式电压互感器、移开式开关柜、框架式并联电容器装置、电抗器、小电阻接地成套装置、变电站自动化系统、继电保护装置、直流电源成套设备、蓄电池、交流不间断电源系统、时间同步设备等），要求投标人要在南方电网公司供应商资质能力评估合格的供应商范围内选择，具体合格名单及联系方式详见附件。
normal style="text-indent:24.0pt;line-height:150%">8.投标人（若由集团总公司投标，则指生产关键设备的下属公司）必须设计制造过满足“关键设备”所要求的相同结构、相同型式、同等或以上技术规格的产品；外购产品制造商必须设计制造过满足协作承制设备要求的相同结构、相同型式、同等或以上技术规格的产品。
normal style="text-indent:24.0pt;line-height:150%">9.所投标的每种产品须提供国家认可试验室出具的产品型式试验报告或含有产品型式试验内容的检验/检测报告，或具备国内外行业权威机构颁发的产品的型式试验报告、鉴定报告、认证证书等产品资质证明文件。
normal style="text-indent:24.0pt;line-height:150%">10.投标人在技术能力、销售服务、资金等方面必须具备保障整站设备（包括关键设备及外购设备）如期交货的能力，并确保所供货物的质量满足要求。
normal style="text-indent:24.0pt;line-height:150%">11.投标人注册资金不得少于5000万元人民币。注册资本金如为外币，则以应标文件递交截止日中国银行公布的外汇牌价买入价折算，或以投标人营业执照标明的注册日期中国银行公布的外汇牌价买入价计算，投标人满足任一节点控制方式折算的注册资本金要求的，均视为满足招标要求。
normal style="text-indent:24.0pt;line-height:150%">12.若在南方电网公司范围内出现过相关重大问题，且被南方电网公司或广东电网有限责任公司暂停投标资格的供应商（包括投标人外协外购的产品），在投标前必须已通过南方电网或广东电网有限责任公司的验证并恢复投标资格（暂停和恢复投标资格以网、省公司正式发文为准）。
normal style="text-indent:24.0pt;line-height:150%">13.存在以下情形的不同投标人，不得同时参加同一标包的投标：单位负责人为同一人或者存在控股、管理关系的不同单位；同一集团公司下属或控股的不同公司；控股股东、实际控制人、董事、监事或高级管理人员同时在参与投标的其他单位任职的。
normal style="text-indent:24.0pt;line-height:150%">14.投标人在投标文件中需提供人民检察-院近两个月内出具的近三年的行贿犯罪档案查询结果告知函（对于部分人民检察-院采用互联网自助查询方式的，以互联网查询结果的打印件为准），告知函的主体为投标人及其法定代表人。未按要求提供有效查询结果的投标人，其递交的投标文件在评标时将作否决投标处理。
normal style="text-indent:24.0pt;line-height:150%">15.投标人需提供“国家企业信用信息公示系统”（www.gsxt.gov.cn）中关于本单位营业执照信息、发起人及出资信息、主要人员信息、分支机构信息、变更信息、股东及出资信息、股权变更信息、行政许可信息、行政处罚信息等内容的查询结果（查询结果应为网站自动生成的PDF文件的打印版）。

normal style="text-indent:24.0pt;line-height:150%">1.投标人须在商务投标书“销售网点的分布及售后服务的承诺”章节承诺提供原制造厂家的售后服务，若售后服务工作由投标人负责，则投标人必须取得原制造厂家的服务认可文件并将相关依据附在投标文件相应章节。
normal style="text-indent:24.0pt;line-height:150%">2.考虑后续项目扩建、改建物资的需要，若项目自投标截止之日起5年内若出现扩建、改造等情况，扩建设备、改造设备必须与原设备匹配，需向投标人进行采购的，投标人提供的价格不得高于该项目投标价，对此投标人须在商务投标书的“商务投标差异表”进行承诺。

normal align=left style="text-align:left;text-indent:21.0pt; line-height:150%">本项目招标人通过南方电网公司电子商务系统（登录网址：www.bidding.csg.cn）实施电子化招标投标。凡有意参加投标者，请于2018年02月22日17时00分00秒至2018年03月02日17时00分00秒进行标书购买（过期无法购买），购买成功后可在投标截止时间前下载电子版招标文件。

normal align=left style="text-align:left;text-indent:21.0pt; line-height:150%">（1）按国家电子招标投标法有关规定和电子交易平台技术要求，凡有意参加投标者，需先行完成系统登记注册和审核（具体见2016年3月1日网站发布的南方电网公司供应商登记公告http://www.bidding.csg.cn/down/index.jhtml），并办理供应商数字证书（办理流程见网站下载中心数字证书办理指南），为避免耽误招标文件购买及投标，请在标书发售截止时间前2天完成供应商登记（选择网公司或各省公司作为审核单位均可，审核进度及结果请咨询相应审核单位），审核通过后，供应商凭申请的账号、密码登陆电商系统购买标书，并在购买标书5日内办理数字证书。

normal align=left style="text-align:left;text-indent:21.0pt; line-height:150%">（4）凡有意参加投标者，请在发标时间内完成标书购买（包含标书购买申请及财务人员确认通过），请为标书购买申请和确认预留足够时间，由于投标人自身原因，截至招标文件发售时间尚未完成标书购买的后果由投标人承担。以制造商集团总公司名义投标的投标单位，在进行标书购买汇款时，请备注通过网公司资质能力评估的下属公司名称（用于报名资格认定审核），必要时请联系黎工：020-85120177。

3注意事项：
（a）投标人在电子商务系统中提交购买标书费订单时请填写正确的增值税发票信息，如因投标人自身原因导致无法开具正确的增值税发票的，责任由投标人承担。
（b）标书费采用电汇转账方式递交的，标书费的汇款单位名称必须与投标人名称一致，投标人必须按规定的截止时间提前将款项汇到招标文件指定账户（标书费收款账户与保证金收款账户为不同账户，汇错账户可能导致无法确认，请投标人务必分清），并在汇款用途栏中准确填写本项目的招标编号（注意：编号不可有误）；已汇款的投标人需在截止时间前，在系统中上传电汇单据扫描件，为不影响标书费确认，建议至少在售标截止时间前两个工作日提交。
（c）投标人可在开标日到现场领取发票，从开标日起三个月内未领取的视同放弃领取。
