一、招标条件

normal style="text-indent:24.0pt;line-height:150%">本项目已获批准，现已具备招标条件。云南中咨海外咨询有限公司（以下简称：招标代理机构）受云南电网有限责任公司昆明供电局（以下简称：招标人）委托，对本项目进行公开招标，特邀请有兴趣的潜在投标人参加投标。

二、项目概况

三、投标人资格要求

normal style="line-height:150%">(1)中华人民共和国境内注册的合格法人单位；

normal style="margin-left:0cm;text-indent:0cm;line-height:150%">(2)具备有效的ISO-9001系列的质量管理体系认证证书；

normal style="margin-left:0cm;text-indent:0cm;line-height:150%">(3)具有良好的商业信誉和健全的财务会计制度，提供2014-2016年经审计的财务报告(新成立公司按公司成立时间提供)；

normal style="margin-left:0cm;text-indent:0cm;line-height:150%">(4)具备一般纳税人资格；

normal style="margin-left:0cm;text-indent:0cm;line-height:150%">(5)应有与输电电力技术研究或开发项目相关的业绩，并提供相应的证明。如发现有失实情况，招标方有权拒绝该投标；

normal style="margin-left:0cm;text-indent:0cm;line-height:150%">(6)不接受代理商投标；

normal style="margin-left:0cm;text-indent:0cm;line-height:150%">(7)本项目不接受联合体投标。

四、资格审查方法

normal style="text-indent:24.0pt;line-height:150%">本项目资格审查方式采用资格后审。

五、投标报名及招标文件的获取

normal align=left style="margin-left:0cm;text-align:left; text-indent:21.0pt;line-height:150%;word-break:break-all">1、本次招标是通过中国南方电网有限责任公司阳光电子电子商务平台（登录网址：www.bidding.csg.cn）实施电子化招标投标。凡有意参加的申请人，请于2018年2月24日至2018年 3月1日，每日上午9：00时至12：00时，下午14：00时至17：30时（北京时间，下同），登录中国南方电网有限责任公司阳光电子商务平台(网址：www.bidding.csg.cn)凭企业CA证书电子进行报名，逾期无法报名。

normal align=left style="text-align:left;line-height:150%">    申请人在中国南方电网有限责任公司阳光电子商务平台报名后，须在2018年2月24日至2018年 3月1日（法定公休日、法定节假日除外），每日上午9：00时至12：00时，下午14：00时至17：30时期间携带营业执照ink>（复印件加盖公章）、质量管理体系认证证书（复印件加盖公章）、法定代表人身份证明书（原件）、法定代表人授权委托书（原件）和被授权人身份证（复印件加盖公章）到昆明市春城路59号招标中心201室现场购买招标文件。申请人购买招标文件后，请自行在中国南方电网有限责任公司阳光电子商务平台下载电子招标文件。

normal align=left style="text-align:left;text-indent:21.0pt; line-height:150%">ink>2ink>、按国家电子招标投标法有关规定和电子交易平台要求，凡有意参加投标者，需先行完成系统登记注册和审核（具体见2016年3月1日网站发布的南方电网公司供应商登记公告），并办理供应商数字证书（办理流程见网站下载中心数字证书办理指南），为避免耽误招标文件购买及投标，请在标书发售截止时间前2天完成供应商登记（提交登记信息时请选择“中国南方电网有限责任公司”为审核单位），审核通过后，供应商凭申请的账号、密码登陆电商系统购买标书，并在购买标书5日内办理数字证书。投标单位要为注册登记预留足够时间，由于投标人自身原因，至招标文件发售截止时间尚未完成注册登记审核造成无法及时购买标书或投标的，后果由投标人自行承担。

normal style="line-height:150%">6.1 投标文件递交截止时间（投标截止时间，下同）：2018年3月16日9时30分00秒（北京时间）

normal style="line-height:150%">6.1.1电子版投标文件的递交：

normal style="text-indent:24.1pt;line-height:150%">本次投标，投标人须通过阳光电子商务平台（www.bidding.csg.cn）上传加密后的投标文件（以此为准）。投标截止时间未完成投标文件上传的，视为撤回投标文件，招标人不予受理。

normal style="line-height:150%">6.1.2 纸质投标文件的递交

normal style="text-indent:24.1pt;line-height:150%">网上上传投标文件后，还须在投标截止时间前到开标现场（昆明市春城路59号招标中心504室开标厅投标文件递交处）递交纸质投标文件一份(一正二副)。

七、发布公告的媒介
