normal style="margin-right:2.25pt;line-height:27.0pt;mso-line-height-rule:exaly;mso-layout-grid-align:none;text-autospace:none">    2.2 建设规模及技术标准：项目全长25.15公里，起点于文福镇乌土村（起点桩号K0+000），与G205国道相接，终点于南礤镇富足村，与县道X045线相接（终点桩号K25+150）。全线按双向两车道山岭丘区三级公路标准设计，路基宽7.5米，路面宽6.5米，计算行车速度30km/小时，设计荷载：公路-II级，桥涵与路基同宽。

normal style="margin-right:2.25pt;line-height:27.0pt;mso-line-height-rule:exaly;mso-layout-grid-align:none;text-autospace:none">    2.3 招标范围：蕉岭县乌土至富足公路改建项目勘察设计；勘察设计周期为 30个日历天。主要工作内容为全线的勘察设计，含路线、路面、桥涵、交叉、交通工程及沿线设施等的勘察、施工图设计、预算文件编制、施工图设计修编、施工招标所需图纸及工程量清单（含清单预算和补充技术规范的编制）、征地放线工作及后续服务工作等。

normal style="margin-right:2.25pt;text-indent:24.0pt;line-height:27.0pt;mso-line-height-rule:exaly;mso-layout-grid-align:none;text-autospace:none">3.1 投标人或联合体成员须同时具备:工程设计公路行业（公路）专业丙级（含丙级）以上资质或工程设计综合甲级资质；工程勘察综合甲级资质或具有工程勘察（岩土工程或工程测量）专业类乙级(含乙级）以上资质的独立法人企业。

normal style="margin-right:2.25pt;text-indent:24.0pt;line-height:27.0pt;mso-line-height-rule:exaly;mso-layout-grid-align:none;text-autospace:none">如投标人组成联合体，联合体应当在投标报名前组成，联合体成员单位不得多于2家，应以设计单位为牵头人，并签定联合体共同投标协议。投标人拟任本工程项目负责人应为牵头人正式员工。联合体共同投标协议应明确约定各方拟承担的工作和责任。投标报名截止后联合体增减、更换成员的，其投标无效。

normal style="margin-right:2.25pt;text-indent:24.0pt;line-height:27.0pt;mso-line-height-rule:exaly;mso-layout-grid-align:none;text-autospace:none">3.3 投标人拟担任本项目负责人须具备路桥类专业高级工程师（近5年内至少担任过1项三级或以上级别新建或改扩建或路面改造公路设计项目的负责人）。担任本项目的勘察负责人具备注册土木工程师（岩土）执业资格；其他主要设计人员至少包括：工程测量分项负责人1人、路线分项负责人1人、路基路面分项负责人1人、桥涵分项负责人1人，工程造价分项负责人1人。
