一、招标条件

normal style="text-indent:24.0pt;line-height:150%">本项目已获批准，现已具备招标条件。云南中咨海外咨询有限公司（以下简称：招标代理机构）受云南电网有限责任公司昆明供电局（以下简称：招标人）委托，对本项目进行公开招标，特邀请有兴趣的潜在投标人参加投标。

二、概况

normal style="text-indent:24.0pt;line-height:150%">1、项目名称：云南电网有限责任公司昆明供电局2018年变电专业试验设备第一批框架招标。

normal style="text-indent:24.0pt;line-height:150%">2、招标编号：0002200000030021

normal style="text-indent:24.0pt;line-height:150%">3、交货期要求：具体项目供货明细将视实际需求由项目单位确定，并由项目单位或其指定单位与中标人在采购合同中约定。

normal style="text-indent:24.0pt;line-height:150%">4、交货地点：具体地点以招标人指定地点为准。

normal style="text-indent:24.0pt;line-height:150%">5、质量标准及要求：符合国家、有关部门及行业的有关管理规定，满足业主要求。

normal style="text-indent:24.0pt;line-height:150%">6、招标内容：完成昆明供电局2018年变电专业试验设备第一批物资采购，具体详见附件“采购清单”。

normal style="text-indent:24.0pt;line-height:150%">7、框架协议有效期：自合同签订之日起至2018年12月31日止。

normal style="text-indent:24.0pt;line-height:150%">8、标段划分，本项目共5个标段，具体划分情况如下：

normal style="line-height:150%">注：同一投标人可对上述任意标段进行投标，但只能中取其中一个标段。

normal style="line-height:150%">三、投标人资格要求

normal style="line-height:150%">(1)中华人民共和国境内注册合法设立有效续存的企业法人，具有独立承担民事责任的能力、独立承担的能力和独立履行合同的能力；

normal style="line-height:150%">(2)具备一般纳税人资格；

normal style="line-height:150%">(3)能提供在有效期内的营业执照或企业法人营业执照；

normal style="line-height:150%">(4)能提供有效的组织机构代码证和税务登记证；

normal style="line-height:150%">(5)具有质量管理体系认证证书（提供主设备生产商，主设备见技术规范书）；

normal style="line-height:150%">(6)接受代理商（必须明确主设备投标品牌），不接受联合体投标;

normal style="line-height:150%">四、资格审查方法

normal style="text-indent:24.0pt;line-height:150%">本项目资格审查方式采用资格后审。

五、投标报名及招标文件的获取

normal align=left style="text-align:left;text-indent:24.0pt; line-height:150%;word-break:break-all">5.1本次招标是通过中国南方电网有限责任公司阳光电子电子商务平台（登录网址：www.bidding.csg.cn）实施电子化招标投标。凡有意参加的申请人，请于2018年2月26日至2018年3月2日，每日上午9：00时至12：00时，下午14：00时至17：30时（北京时间，下同），登录中国南方电网有限责任公司阳光电子商务平台(网址：www.bidding.csg.cn)凭企业CA证书电子进行报名，逾期无法报名。

normal align=left style="text-align:left;line-height:150%">    申请人在中国南方电网有限责任公司阳光电子商务平台报名后，须在2018年2月26日至2018年3月2日（法定公休日、法定节假日除外），每日上午9：00时至12：00时，下午14：00时至17：30时期间携带营业执照（复印件加盖公章）、组织机构代码证（复印件加盖公章）、税务登记证ink>（复印件加盖公章）或三证合一的营业执照（复印件加盖公章）ink>、质量管理体系认证证书（复印件加盖公章）、ink>法定代表人身份证明书（原件）、法定代表人授权委托书（原件）和被授权人身份证（复印件加盖公章）到昆明市春城路59号招标中心201室现场购买招标文件。申请人购买招标文件后，请自行在中国南方电网有限责任公司阳光电子商务平台下载电子招标文件。

normal align=left style="text-align:left;text-indent:21.0pt; line-height:150%">ink>5.2ink>按国家电子招标投标法有关规定和电子交易平台技术要求，凡有意参加投标者，需先行完成系统登记注册和审核（具体见2016年3月1日网站发布的南方电网公司供应商登记公告），并办理供应商数字证书（办理流程见网站下载中心数字证书办理指南），为避免耽误招标文件购买及投标，请在标书发售截止时间前2天完成供应商登记（提交登记信息时请选择“中国南方电网有限责任公司”为审核单位），审核通过后，供应商凭申请的账号、密码登陆电商系统购买标书，并在购买标书5日内办理数字证书。投标单位要为注册登记预留足够时间，由于投标人自身原因，至招标文件发售截止时间尚未完成注册登记审核造成无法及时购买标书或投标的，后果由投标人自行承担。
