normalCxSpMiddle align=left style="margin-top:6.0pt;text-align: left;line-height:150%">1、标包1：公司本部大楼（含综合楼）。物业位于广州市东风东路757号，办公楼土地使用权面积为7631平方米，楼高14层，地下一层，建筑面积约24213平方米，六部（其中小货梯两部），大楼各种设备设施齐备，是集行政办公、会议接待、后勤服务等于一体的综合性办公大楼，室外为绿化带、停车场及消防通道等；综合楼建筑面积为1576平方米，楼高二层，为职工综合活动场所；大院内有1座立体机械车库（21个车位），建筑面积约300平方米。

normal align=left style="text-align:left;text-indent:21.0pt; line-height:150%">本项目招标人通过南方电网公司电子商务系统（登录网址：www.bidding.csg.cn）实施电子化招标投标。凡有意参加投标者，请于2018年02月26日17时00分00秒至2018年03月05日17时00分00秒下载电子版招标文件，过期无法购买。

normal align=left style="text-align:left;text-indent:25.85pt; line-height:150%">（1）按国家电子招标投标法有关规定和电子交易平台技术要求，凡有意参加投标者，需先行完成系统登记注册和审核（具体见2016年3月1日网站发布的南方电网公司供应商登记公告http://www.bidding.csg.cn/down/index.jhtml），并办理供应商数字证书（办理流程见网站下载中心数字证书办理指南），为避免耽误招标文件购买及投标，请在标书发售截至时间前2天完成供应商登记（选择网公司或各省公司作为审核单位均可，审核进度及结果请咨询相应审核单位），审核通过后，供应商凭申请的账号、密码登陆电商系统购买标书，并在购买标书5日内办理数字证书。

normal align=left style="text-align:left;text-indent:21.0pt; line-height:150%">（2）供应商在购买采购文件前需完成注册登记并审核通过，供应商要为注册登记预留足够的时间，由于投标人自身原因，截至采购文件发售时间尚未完成注册登记审核造成无法及时进行标书购买后果由投标人承担。

normal align=left style="text-align:left;text-indent:21.0pt; line-height:150%">（3）供应商必须在投标截止日期前完成数字证书的办理，供应商要为数字办理预留足够的时间，由于投标人自身原因造成无法投标的，由投标人承担责任。

normal align=left style="text-align:left;text-indent:21.0pt; line-height:150%">（4）凡有意参加投标者，请在发标时间内完成标书购买（包含标书购买申请及财务人员确认通过），请为标书购买申请和确认预留足够时间，由于投标人自身原因造成无法购买的，由投标人承担责任。

normal style="text-indent:21.0pt;line-height:150%">异议书中应包含异议提出人名称、联系人及联系方式、异议所针对的对象、提出异议的基本事实、相关请求及主张、有效线索和相关证明材料等信息，异议书格式详见附件《异议书（模板）》。

normal style="text-indent:21.0pt;line-height:150%">异议书必须由其法定代表人及授权代表签字并加盖单位公章；异议由其他利害关系人提出的，还需出示异议提出人与本次采购活动存在利害关系的证明文件，并附有效身份证明复印件。

normal style="text-indent:21.0pt;line-height:150%">（4）超过异议提出时效的（以收到异议书日期为准；采用邮寄方式的，以邮戳日期为准）；

normal style="text-indent:21.0pt;line-height:150%">（6）涉及招标评标或非招标采购过程的具体细节、其他投标人的商业秘密或其他投标人投标文件的具体内容但未能说明内容真实性和来源合法性的；

normal style="text-indent:21.0pt;line-height:150%">（7）缺乏事实根据或者法律依据的，或者投诉人捏造事实、伪造材料或者以非法手段取得证明材料的异议。
