3、投标人资格要求
投标人应具备的资格或业绩:投标人应具备的资格或业绩:要求制造商类似供货经验，必须通过ISO9001质量体系认证或同等质量体系的认证，具备良好的市场信誉、拥有完备的国内售后服务和技术支持。
投标人近五年（2013年1月-至今）内在全球范围有销售与本次投标设备相同型号的相同设备或者相同设备不同型号，但其各项主要技术指标要等同于或优于本次投标的设备，提供用户清单（含合同复印件或中标通知书，需有小签或加盖公章），作为投标文件的附件。
如果投标人按照合同提供的货物不是投标人自己制造的，投标人应得到货物制造商同意其在本次投标中提供该货物的正式授权书原件，授权书必须打印，不得手写。
投标人提交的证明其中标后能履行合同的银行资信证明文件，其为投标人开户银行在开标日前3个月内开具的资信证明的原件或该原件的复印件。
投标人必须于投标截止期前在中国电力招标采购网（http://www.chinabidding.com）上注册，注册成功后还必须通过网站的验证。否则，投标人将不能有效地进入招标程序，由此产生的后果将由投标人自己负责。

the qualification and performance requirements:
The bidder should hA/Ve the qualification and performance: require manufaurers to supply experience similar, must through the ISO9001 quality certification or equivalent quality system certification, has a good reputation in the market, the domestic has a complete after-sales service and technical support, the holding bank issued in three months before the date of good credit certificate.
The recent 5 years, the world has the same equipment sales and the bidding equipment of the same type or the same equipment of different models, but its main technical indicators should be equal to or better than the tender of equipment, provide the user list, as of the bidding documents attached.
If the bidder in accordance with the contra to provide the goods is not of their own making, the bidder shall be the manufaurer agrees to provide the original of the goods of the formal authorization in the tender, letter of authorization shall be printed or handwritten.
The Bidder shall provide the bank reference letter issued within three months prior to the time of bid opening in original or its copy for evidencing of the Bidder's qualifications to perform the contra.
The bidder must be before the deadline for submission of bids in the China International Bidding net (http://www.chinabidding.com) registration, after successful registration, must still pass the site verification. Otherwise, the bidder will not be able to effeively enter the bidding process, all the consequences arising therefrom shall be responsible for their own.
