1．招标条件

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">本广州海岸电台整体改造工程已由交通运输部 以 交规划函〔2015〕727号文件 批准建设，项目业主为交通运输部南海航海保障中心广州通信中心 ，建设资金来自交通运输部，出资比例为100%财政资金，招标人为交通运输部南海航海保障中心广州通信中心 ，招标代理机构为中国交通进出口有限公司 ，项目已具备招标条件，现对该项目的监理进行公开招标。

2．项目概况与招标范围

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">2.2  规模：本项目批复金额为8000万人民币。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">2.3  计划施工工期： 2018年3月至2019年12月

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">2.4  招标范围：广州海岸电台整体改造工程监理工作，包含但不限于天馈线及杆塔工程、发信天线交换矩阵、工艺及防雷接地、土建工程、环境监控工程、传输工程、供配电改造工程和其他配套工程、甲供材料采购及安装、信息化集成、气象传真及业务控制系统开发等监理工作。按国家、广东省有关文件规定、《建设工程监理规范》等对招标范围内的工程实施监理，包括但不限于对工程施工准备阶段、工程施工阶段、竣工验收阶段进行质量、进度、造价、安全文明施工实施控制，以及合同管理和信息管理，协调本项目合同项下各方的关系。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">本项目为1个标段，监理服务期为22个月。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">2.6 投标限价：本项目的最高投标限价为人民币100万元。

3．投标人要求

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">3.1  资质要求：

normal style="margin-left:-.1pt;text-indent:28.45pt;mso-char-indent-count:2.37;line-height:150%">1）投标人必须是在中华人民共和国境内注册的、具有独立法人资格的单位；

normal style="margin-left:-.1pt;text-indent:28.45pt;mso-char-indent-count:2.37;line-height:150%">2）投标人应取得住房和城乡建设部颁发的工程监理综合资质，或工程监理通信工程专业乙级或其以上资质证书；

normal style="margin-left:-.1pt;text-indent:28.45pt;mso-char-indent-count:2.37;line-height:150%">3）投标人在近3年内（2015年至今）承担过类似规模的监理项目，并提供合同复印件等相关证明材料；

normal style="margin-left:-.1pt;text-indent:28.45pt;mso-char-indent-count:2.37;line-height:150%">4）投标人具有良好的商业信誉，未在“信用中国”网站（www.creditchina.gov.cn）被列为失信被执行人或重大税收违法案件当事人名单，查询截止时间应不早于2018年3月14日，查询结果留存方式为网页截屏。应将查询结果打印后加盖公章；

normal style="margin-left:-.1pt;text-indent:28.45pt;mso-char-indent-count:2.37;line-height:150%">5）投标人应提供近一年（2016年或2017年）由会计师事务所或审计机构审计的财务会计报表，包括资产负债表、现金流量表、利润表和财务情况说明书的复印件。

normal style="margin-left:-.1pt;text-indent:28.45pt;mso-char-indent-count:2.37;line-height:150%">6）投标人必须是独立于建造单位、招标人和招标代理机构的，有能力提供本次招标服务的监理单位；

normal style="text-indent:28.45pt;mso-char-indent-count:2.37;line-height:150%">7）投标人所在单位负责人（法定代表人）为同一人或者存在控股、管理关系的不同单位，不得在本项目同时参加投标。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">3.2  总监理工程师要求：

normal style="margin-left:-.1pt;text-indent:28.45pt;line-height:150%">1）投标人的项目总监理工程师应为本单位的工作人员，持有《中华人民共和国注册监理工程师注册执业证书》，承担过同类工程项目总监理工程师或总监理工程师代表，年龄65 岁以下；

normal style="text-indent:28.45pt;line-height:150%">2）所配备的其他监理人员必须专业齐全，人员数量满足监理工作需要，身体健康，且具有相应的通信工程现场监理经验。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">3.3  本次招标   不接受   联合体投标。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">3.4  资格审查方式：资格后审

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">3.5  其他：投标人必须按照广州公共资源交易中心的要求进行登记备案。

4．招标文件的获取

normal style="text-indent:24.25pt;mso-char-indent-count:2.02;line-height:150%">4.2投标报名：本项目实行广州公共资源交易中心网上报名，不接受现场报名。投标人须首先在广州公共资源交易中心办理备案并领取CA后方可办理报名手续，投标人应自行登录广州公共资源交易中心网站投标人服务专区完成投标人的相关信息录入。（操作流程详见广州公共资源交易中心网站发布的最新版操作指引）。报名时间为2018年3月8日9时00分，至3月14日16时00分。

5．投标文件的递交

normal style="text-indent:24.25pt;mso-char-indent-count:2.02;line-height:150%">5.1投标文件递交的截止时间为2018年3月28日北京时间上午9时00分，投标人应于当日8时30分至9时00分，将投标文件递交至广州公共资源交易中心，第15开标室，地址：广州市天河区天润路333号。
