normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:24.0pt;mso-line-height-rule:exaly">本  茂名市大数据应急指挥中心建设项目工程总承包  已由茂名市发展和改革局以茂发改投〔2017〕1089号 文核准建设，项目发包人（招标人）为茂名市公-安局，建设资金已落实，项目已具备招标条件，现对该项目的勘察、设计、施工采用工程总承包方式进行公开招标，诚邀具备相应资格条件的单位参与本项目工程总承包投标。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:24.0pt;mso-line-height-rule:exaly">2.1 工程概况：建设1栋局部2层应急指挥中心，建筑面积为27593217;，在应急指挥中心基地投影范围内配建1层地下停车场，建筑面积为20803217;。其中：①第1层设置有综合数据录入及总指挥中心、茂名市公-安局110指挥中心、交通智能指挥中心、大数据研判中心等相关功能用房，以及相应的会议室、配套用房及设备用房，建筑面积20803217;；②局部2层主要设置值班人员的休息室，建筑面积为6793217;；③地下1层主要为应急指挥中心配建的地下停车场，以及部分设备间及储物间，建筑面积20803217;。包含：

normal style="line-height:24.0pt;mso-line-height-rule:exaly">建安工程费估算约2405万元（不包含智能化系统工程设备费）；勘察费约15.39万元；设计费约84.44万元。工程实施的建设规模及费用以项目所属地投资审核中心审定的费用为准。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:24.0pt;mso-line-height-rule:exaly">2.2建设地点：本项目建设地点位于茂名市油城九路2号大院。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:24.0pt;mso-line-height-rule:exaly">2.3招标范围：中标人作为工程总承包实施主体，在经批准的项目可行性研究报告基础上，负责本项目的勘察、设计、施工、设备采购、保修期修复任务等工程总承包工作。设计范围内所有工程内容的施工及设备安装（包工、包料、包质量、包安全生产、包文明施工、包工期、包承包范围内工程验收通过、包移交、包结算、包资料整理、包施工承包现场管理及协调配合等。本项目通过完工验收后，在试运行期间派驻技术支持和协调人员，并在工程通过竣工后整体移交给发包人。本项目保修期内的缺陷修改和保修工作等。完成项目报批、报建、及备案等配合服务工作。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:24.0pt;mso-line-height-rule:exaly">勘察设计服务周期：50日历天。合同签订之日起15日历天内提交工程地质勘察成果文件。设计周期：收到勘察报告后10日历天内（也即签订合同之日起25天内）提交初步设计的全套文件，初步设计方案审查批复后15日历天提交施工图设计文件，施工图批复的修改须在 10 日历天内完成。工程勘察包括地质勘探、初步勘察、详细勘察及项目工程施工配套勘察（含超前钻、施工补充勘察）全过程服务；工程设计包括设计方案深化、初步设计、施工图设计、编制投资估算、工程设计概算文件编制、施工图预算文件编制、质量缺陷处理服务等设计和后续服务工作。

normal style="text-indent:26.0pt;mso-char-indent-count:2.0;line-height:150%">3.1投标人必须是在中国大陆依法注册的企业法人，工商营业执照年审合格。

normal style="text-indent:26.0pt;mso-char-indent-count:2.0;line-height:150%">3.2 本次招标允许 1 家设计单位或 1 家施工单位独立投标。

normal style="text-indent:26.0pt;mso-char-indent-count:2.0;line-height:150%">若投标单位为设计单位，须满足如下要求：

normal style="text-indent:26.0pt;mso-char-indent-count:2.0;line-height:150%">（1）具备行政主管部门颁发的 建筑行业（建筑工程）专业丙级（或以上）设计资质，或工程设计综合甲级资质。

normal style="text-indent:26.0pt;mso-char-indent-count:2.0;line-height:150%">（2）拟派的项目负责人须具备 二级（或以上）注册建筑师执业资格。

normal style="text-indent:26.0pt;mso-char-indent-count:2.0;line-height:150%">若投标单位为施工单位，须满足如下要求：

normal style="text-indent:26.0pt;mso-char-indent-count:2.0;line-height:150%">（1）具备 建筑工程施工总承包三级（或以上）资质，且获得建设行政主管部门核发的安全生产许可证（在有效期内）。

normal style="text-indent:26.0pt;mso-char-indent-count:2.0;line-height:150%">（2）拟派的项目负责人必须具有 建筑工程二级（或以上）注册建造师执业资格（广东省外企业所委任的项目负责人须为一级注册建造师），并取得有效的安全生产考核合格证书（B证），目前没有担任在建工程的项目经理，否则招标人有权取消投标人中标资格。

normal style="text-indent:26.0pt;mso-char-indent-count:2.0;line-height:150%">3.3广东省外勘察、设计、施工企业还须在进粤企业和人员诚信信息登记平台录入信息并通过数据规范检查。未在茂名地区登记信息的施工企业在中标后28天之内到茂名市建设行政主管部门办理入茂信息登记手续。

说明：1)本次招标实行资格后审，详细资格要求见招标文件。资格审查不合格的投标人投标文件将被否决；2)投标单位报名前已在广州公共资源交易中心办理企业信息登记。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">4.2报名时间：2018年  3 月  9 日至2018年 3 月 13  日上午9：30至11：30，下午14：00至16：00。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">如参加报名投标的申请人数量不足3人，招标人在确认正式投标人之前，可以发布补充公告，适当延长报名时间。

normal align=left style="text-align:left;text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%;background:white;mso-shading:windowtext;mso-pattern:solid white;text-autospace:ideograph-other">5.2、报名资料：（1）法定代表人证明书原件、法定代表人授权委托证明书原件（非法定代表人报名时提供）、报名代表本人身份证原件；（2）填妥并盖章的《广州建设工程投标报名申请表》（一式两份，应使用标准格式，详见广州公共资源交易中心网站http://www.gzggzy.cn）；（注：投标人在广州市住房和城乡建设委员会建立诚信档案及拟担任本工程项目负责人、安全员须是本企业诚信档案中的在册人员）。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">6.1 投标人若对招标文件有疑问，在招标文件《投标人须知》规定时间内以匿名方式进行网上提问。招标人（或招标代理）将对投标人的问题统一做出澄清和解答，并发布在“广州公共资源交易中心”。投标人应自行留意招标人（或招标代理）发布的招标文件澄清、修改或补充内容。否则，造成的一切后果由投标人自行承担。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">6.2 对于本项目的招标公告和招标文件存在任何违规或不公平内容，投标人可以在招标文件公示期间向招标人提出异议。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%;mso-outline-level:1;tab-stops:18.0pt 54.0pt;layout-grid-mode:char;mso-layout-grid-align:none">7.4本项目采用资格后审方式，由评标委员会负责对投标人的资格进行审查，通过资格审查的投标人全部进入下一阶段的评审。满足资格审查合格条件的投标人不足3名、或经评审有效的投标人不足3名时为招标失败。
