normal style="text-indent:21.0pt;line-height:22.0pt">本潮州供电局变电管理所2018年变电站内建筑物维修日常维修包施工已由广东电网有限责任公司批准建设，项目建设单位为广东电网有限责任公司潮州供电局，建设资金为2018年修理资金，招标人为广东电网有限责任公司潮州供电局，招标代理单位为广东电网物资有限公司。项目已具备招标条件，现对该项目进行公开招标。

2.1建设地点：广东省潮州市    

2.2建设规模：潮州供电局变电管理所2018年变电站内建筑物维修日常维修包施工，项目编码：035100MS62180042，总投资353万元。

normal style="line-height:22.0pt">2.3计划工期：自合同签订之日起至2018年11月30日（实际以开工报告、竣工报告为准）。

normal style="line-height:22.0pt">2.4招标范围：潮州供电局变电管理所2018年变电站内建筑物维修日常维修包价格及实施方案，完成施工图纸范围内的建筑、安装及调试工程，负责办理相关施工许可手续。（具体以设计施工图纸为准）

normal style="line-height:22.0pt">2.5工程承包方式：包工、包料，包工期、包质量、包安全、包文明施工。

normal style="line-height:22.0pt">甲乙供设备材料的供货范围以设计预算编制的口径为准，实际施工过程中发生需要由施工单位负责采购的设备、材料，工程结算时,参考当地造价部门发布的最新信息价计入结算价。施工单位负责提供的设备及材料需满足南方电网公司、广东电网公司标准技术条件书的要求。

normal style="line-height:22.0pt">2.6结算方式：结算时执行《电网检修工程预算编制与计算规定（2015年版）》、《电网检修工程预算定额（2015年版）》、《电网技术改造工程预算编制与计算规定（2015年版）》、《电网技术改造工程预算定额（2015年版）》、《电网拆除工程预算定额（2015年版）》、《电力工程造价与定额管理总站关于发布电力工程计价依据营业税改增值税估价表通知》（定额[2016]45号）（不足部分可参考《广东省安装工程综合定额》）、《南方电网有限责任公司生产项目准入及预算标准》、《广东电网公司供电成本预算编制标准》）及现行有关文件按实结算（如实施过程上级主管单位有颁发新标准，最终结算按照新标准计取费用）。费用应由中介审核机构根据实际工程量进行审定结算。项目最终结算时采用按实际结算，费用应由中介审核机构根据实际工程量进行审定结算。

normal style="line-height:22.0pt;layout-grid-mode:char">2.7报价方式：投标方报价超过最高限价，为无效投标。只能有一个有效报价，最高投标限价(总价及各单项工程)以下均为有效报价，但报价低于最高投标限价85%以下的须在投标文件中附成本分析报告。成本分析报告需充分说明单价和费用的组成、降低成本的合理措施及在其他工程中应用过的经验，未提供成本分析报告视为原则性不响应招标文件要求，按否决投标处理。

normal style="line-height:22.0pt">2.8标段划分：本项目共划分为两个标段，每个投标单位原则上最多只能中一个标段。

normal style="line-height:22.0pt">2.9如与广东电网招标改革方案有冲突，将按照招标改革方案进行调整。

normalCxSpMiddle align=left style="text-align:left;text-indent: 21.0pt;line-height:150%">本次实行网上发售电子版招标文件，不再出售纸质招标文件，以投标人网上下载的加盖广东电网物资有限公司电子章的电子版招标文件为准。凡有意参加投标者，2018年03月19日09时00分至2018年03月23日17时00分，登陆阳光电子商务平台（www.bidding.csg.cn）购买招标文件，过期无法购买。

normal align=left style="text-align:left;text-indent:25.85pt; line-height:22.0pt;layout-grid-mode:char">（1）按国家电子招标投标法有关规定和电子交易平台技术要求，凡有意参加投标者，需先行完成系统登记注册和审核（具体见2016年3月1日网站发布的南方电网公司供应商登记公告http://www.bidding.csg.cn/down/index.jhtml），并办理供应商数字证书（办理流程见网站下载中心数字证书办理指南），为避免耽误招标文件购买及投标，请在标书发售截至时间前2天完成供应商登记（选择网公司或各省公司作为审核单位均可，审核进度及结果请咨询相应审核单位），审核通过后，供应商凭申请的账号、密码登陆电商系统购买标书，并在购买标书5日内办理数字证书。

normal align=left style="text-align:left;text-indent:21.0pt; line-height:22.0pt;layout-grid-mode:char">（3）供应商必须在投标截止日期前完成数字证书的办理，供应商要为数字办理预留足够的时间，由于投标人自身原因造成无法投标的，由投标人承担责任。

normal align=left style="text-align:left;text-indent:21.0pt; line-height:22.0pt;layout-grid-mode:char">（4）凡有意参加投标者，请在发标时间内完成标书购买（包含标书购买申请及财务人员确认通过），请为标书购买申请和确认预留足够时间，由于投标人自身原因造成无法购买的，由投标人承担责任。

（5）投标人须使用南方电网电子招投标平台投标文件制作客户端查看招标文件和制作投标文件。具体操作请参考《中国南方电网公司阳光电子商务平台操作手册(供应商投标活动部分)》（可在系统界面“组件下载”中查阅和下载）。

normal style="text-indent:21.0pt;line-height:150%">异议书中应包含异议提出人名称、联系人及联系方式、异议所针对的对象、提出异议的基本事实、相关请求及主张、有效线索和相关证明材料等信息，异议书格式详见附件《异议书（模板）》。

normal style="text-indent:21.0pt;line-height:150%">异议书必须由其法定代表人及授权代表签字并加盖单位公章；异议由其他利害关系人提出的，还需出示异议提出人与本次采购活动存在利害关系的证明文件，并附有效身份证明复印件。
