normal style="text-indent:21.0pt;line-height:22.0pt">本广州供电局2018年度配电网项目第三方安全督查(二次招标)已批准建设，项目建设单位及招标人为广州供电局有限公司，建设资金为自筹资金。项目已具备招标条件，现对该项目进行公开招标。

2.1建设地点：广州    

normal style="line-height:22.0pt">2.2招标内容：广州供电局2018年度中低压配电网项目第三方安全督查框架招标。于2018年1月1日至2018年12月31日需要开展第三方督查的配网基建项目。

normal style="line-height:22.0pt">2.3标段划分：本次招标共计1个标段，1个中标人。

normal style="line-height:22.0pt">3. 投标人资格要求

normal style="line-height:22.0pt">4. 投标报名及招标文件的获取

normalCxSpMiddle align=left style="text-align:left;text-indent: 31.5pt;line-height:22.0pt">本项目招标人通过南方电网公司电子商务系统（登录网址：www.bidding.csg.cn）实施电子化招标投标。凡有意参加投标者，请于2018年03月21日09时00分00秒至2018年03月27日16时30分00秒，每日上午9:00时至11:30时，下午2:00时至4:30时（北京时间，下同）到广州电力工程监理有限公司（广州市天河南一路1号，天河城东门对面）八楼前台递交报名资料（纸质版）并办理相关购买确认手续（建议至少提前一天办理），过期无法购买。招标文件每套售价200元（现场支付，只接受刷卡，不收取现金），售后不退。报名提交资料（按照以下顺序装订成册，一式两份，并加盖单位公章）：

normalCxSpMiddle align=left style="text-align:left;text-indent: 31.5pt;line-height:22.0pt">（2）企业法定代表人证明、授权委托书（如有）（原件）；

normalCxSpMiddle align=left style="text-align:left;text-indent: 31.5pt;line-height:22.0pt">（3）投标人行为规范承诺书（见附件2）。

normalCxSpMiddle align=left style="text-align:left;text-indent: 31.5pt;line-height:22.0pt">完成上述流程后，务必在上述时间内登陆系统下载电子版招标文件。未购买招标文件的单位不得参加本项目投标。

normalCxSpMiddle align=left style="text-align:left;text-indent: 31.5pt;line-height:22.0pt">重要提醒：

normalCxSpMiddle align=left style="text-align:left;text-indent: 31.5pt;line-height:22.0pt">（1）按国家电子招标投标法有关规定和电子交易平台技术要求，凡有意参加投标者，需先行完成系统登记注册和审核（具体见2016年3月1日网站发布的南方电网公司供应商登记公告），并办理供应商数字证书（办理流程见网站下载中心数字证书办理指南），为避免耽误招标文件购买及投标，请在标书发售截至时间前2天完成供应商登记（提交登记信息时请选择“中国南方电网有限责任公司”为审核单位），审核通过后，供应商凭申请的账号、密码登陆电商系统购买标书，并在购买标书5日内办理数字证书。供应商要为注册登记预留足够的时间，若截至招标文件发售截止时间，由于供应商自身原因，尚未完成注册登记审核造成无法及时进行购买的，后果由供应商自行承担。

normalCxSpMiddle align=left style="text-align:left;text-indent: 31.5pt;line-height:22.0pt">通过阳光电子商务平台（www.bidding.csg.cn）递交电子投标文件，并以此为准。

normal style="line-height:22.0pt">系统试用过渡期内需同时提交纸质版投标文件（通过电子商务系统投标客户端生成的文件打印）（具体要求详见招标文件）。
