五、招标文件获取方式
normal style="text-indent:21.0pt;line-height:150%">1、潜在投标人在购买招标文件前必须完成注册登记并办理数字证书，请预留足够的时间。如因上述原因导致潜在投标人无法及时下载招标文件或投标，后果由潜在投标人自行承担。详细操作指引详见中国南方电网有限责任公司阳光电子商务平台（ink>www.bidding.csg.cn）操作指南。
