3、投标人资格要求
投标人应具备的资格或业绩：1) 投标人必须是从事相关设备生产与销售十年以上的独立制造厂商、或制造厂商正式直接授权的中国全权总代理（代理商需提供相应的全权总代理授权证明文件，包括英文原件复印件及相应的中文翻译件，而非项目授权，同时应提供导航类产品销售或安装业绩） 2) 本项目不允许联合体投标。 3）投标人名称应与招标代理机构的购标登记表上的名称一致。如不一致，投标文件中应附有投标权转让函，否则其投标文件将予以拒绝接受。 4）投标人所投产品或与所投产品的同类产品必须具有5年以上（含5年）的国际市场销售史，至少有3个不同国家的用户使用过该厂家生产的与本投标文件要求采购的同类产品，并具有良好的销售、售后服务的信誉。以上要求投标人须提供证明（投标人需提供销售合同或用户使用证明复印件，销售合同必须以签订时间计算。销售合同或用户使用证明均需能反映上述时间及规格等要求）。 5）所投产品必须获得有效的中国民用航空局颁发的《民用航空空中交通通信导航监视设备使用许可证》或《民用航空空中交通通信导航监视设备临时使用许可证》,以及中国工业和信息化部颁发的《无线电发射设备型号核准证》。投标人所投产品应为最新型号的设备，设备型号应与使用许可证上载明的设备型号一致。（投标人需提供证书的复印件以作证明，证书须处于有效期内，若证书要求附加其他资料方为继续有效的，须按要求附加其他资料）

3.Qualification Requirements For Bidder
Qualifications or Performance：1) The bidder must be an independent manufaurer engaged in the produion and sale of related equipment for more than 10 years or a formal dire authorization from the manufaurer in China (agents must provide corresponding plenipotentiary agency authorization documents, including a copy of the English original And corresponding Chinese translations, rather than proje authorizations, should also provide nA/Vigation produ sales or installation performance.) 2) This proje does not allow consortium bids. 3) The bidder's name should be the same as the name on the bid purchase registration form of the bidding agency. If there is any inconsistency, the bidding document shall be accompanied by a letter of assignment, otherwise the bid document will be rejeed. 4) The bidder’s produ or the same produ as the produ being submitted must hA/Ve an international market sales history of more than 5 years (including 5 years).
