中航技国际经贸发展有限公司受中国航发北京航空材料研究院委托对下列产品及服务进行国际竞争性招标。现邀请合格投标人参加投标。

1.3 项目概况与招标范围：高温裂纹扩展试验机
1.4 资格要求：(一) （1）卖方在国内外有良好的业绩，要求投标人注册资金折合人民币3000万元以上；
（2）要求投标人具有ISO9001的认证；
（3）制造厂家应具有制造同类高温裂纹扩展试验设备10年以上经验及较大的规模产量，提供制造经验、较大规模产量的情况说明文件；
（4）并提供近几年在国内外3个以上正在正常使用高温裂纹扩展试验设备用户清单、产品照片及合同复印件；
*(二)一旦中标，投标人必须是与买方签订本项目外贸合同的签约方。如投标人不具备与买方签订外贸合同的能力，将废除其投标。（说明：如产品为进口产品且须签订进口合同，中标的投标人必须以自身名义与买方或买方商务代理签订外贸合同，且可以接收中国大陆关境内的公司所付出的外汇。）
技术要求：
试验机主机额定载荷：最大动、静态载荷均为±50kN。
静态载荷精度±1％(2%～100%满量程)；动态载荷精度±3％(2%～100%满量程)。
裂纹扩展FCG试验软件包：恒应力、恒Kmax控制的降△K试验，恒△K控制的降K试验，满足ASTM E647方法，适用于C(T)、M(T) 和SE(B)试样。
低周疲劳（LCF）试验软件。满足ASTM E606方法。
KIC 断裂韧性试验软件包：满足ASTM E399方法，适用于C(T)、SE(B)试样。
JIC 断裂韧性试验软件包：满足ASTM E1820方法，具有JIC、JR曲线测量计算，适用于C(T)、SE(B)试样。
DCPD直流电位法自动检测裂纹长度和闭环控制的软件，提供满足ASTM E647标准的DCPD裂纹扩展模板，可适用于C(T)、M(T)试样。
随机谱试验软件：可以完成复杂的试验程序编制、运行、试验数据实时采集等过程。
高温裂纹扩展夹具1套：温度：200℃～1000℃，规格：W=50mm B=12.5mm的CT试样。
高温断裂夹具1套：温度：200℃～1000℃，规格：W=30mm B=15mm的CT试样。
方形高温炉（1套）
1200℃真空带窗口高温炉1套试验温度： 1000℃。
室温COD规（1只）：标距5mm，行程：4mm；温度范围：-100℃～150℃。
高温COD规（1只）：行程：10mm，温度范围：200℃～1000℃。
长焦距裂纹测量系统；

Qualification requirements :
(1) 1) The vendor should hA/Ve good sales performance domestically and the tenderer should hA/Ve a registered capital over 30 million RMB.;
2) The tenderer should pass the ISO9001 certification.;
3) The manufacturer should hA/Ve over-10 years of experience in making the same-type vacuum high-temperature crack propagation tester (corresponding certificates required) in large scale and yield.
4) The supplier should hA/Ve a sales record of over 3 sets of the tendered equipment applied by users at home and such equipment should be operating normally, and should provide a list of users (the copy of contracts) and product photos.
*(2) The bidder must be the contractor that has signed with vendee the contract on foreign trade for this project once the bid has been won. If the bidder is not qualified to sign with the vendee the contract on foreign trade, the accepted bid shall be abandoned. (Note: If the products are imported ones and the import contract must be signed, the bid winner must sign the contract on foreign trade on his/her own name with the vendee or commercial representatives from the vendee and foreign exchanges paid by company registered within Chinese mainland should be acceptable.)

Rated load-bearing capacity of main machine of the tester: Max. dynamic and static load: ±50 kN
The static load deviation ±1% (2%~100% all length)
The dynamic load deviation should be ±3%. (2%~100% all length)
Crack propagation FCG test software package: △K-decreasing tests controlled under the constant stress and constant Kmax and △K-decreasing tests controlled under the constant △K should comply with the ASTM E647 methods and be applicable to samples C (T), M (T), and SE (B).
Low-cycle fatigue (LCF) test software should be provided, and comply with the requirements in the ASTM E606 method.
KIC fracture toughness test software package should meet the requirements in the ASTM E339 method, and be applicable to C (T) and SE (B) samples.
JIC fracture toughness test software package should meet the requirements in the ASTM E1820 method, and support the functions of JIC and JR curve measuring and calculation, and be applicable to C (T) and SE (B) samples.
The software for automatically detecting the crack length and closed-loop control by using the DCPD method should be provided. In addition, templates of DCPD crack propagation complying with the standard ASTM E647 should be provided and be applicable to C (T) and M (T) samples.
Random spectrum test software: The software should be capable of compiling and running complicated test programs and of collecting test data in real time.
High-temperature crack propagation fixture (1 set): temperature: 200oC~1,000oC; specifications: W=50 mm, B=12.5 mm (CT samples)
High-temperature facture fixture (1 set): temperature: 200oC~1,000oC; specifications: W=30 mm, B=15 mm (CT samples)
Square high-temperature furnace (1 set)
