神华国际工程有限公司受神华国华（印尼）爪哇发电有限公司的委托，对神华国华（印尼）爪哇发电有限公司2018-2020后勤保障服务项目在中华人民共和国境内进行国内公开招标，现诚邀合格投标人前来参加投标。

Entrusted by PT.Shenhua Guohua Pembangkitan Jawa Bali, China Shenhua International Engineering Co., Ltd. invite public bidding in China for the housekeeping services for PT.Shenhua Guohua Pembangkitan Jawa Bali for the years from 2018 to 2020, hereby qualified organizations are invited to the bidding.

3. 招标范围：神华国华（印尼）爪哇发电有限公司2018-2020年度后勤保障服务项目，包括公司集控楼、公寓、餐厅、活动中心、洗衣房、生活区道路的日常管理服务，包括卫生保洁和设施维护，会务服务，餐厅管理，环境消毒、绿植服务，道路清扫等。（具体要求详见附件一[服务范围、服务内容、服务要求]）

Scope of the bid：The housekeeping services for PT.Shenhua Guohua Pembangkitan Jawa Bali for the years from 2018 to 2020 comprise of the daily management services for the central control building, apartments, restaurants, activity center, laundry rooms, and living quarter roads of the company, including, but not limited to, cleaning, facility maintenance, conference service, restaurant management, environmental disinfection, gardening service and road sweeping. (See Appendix I “Service Scope, Service Content and Service Requirements” for detail.)

4. 资金来源：企业自筹

5. 服务期间：预计2018年10月1日起至2021年9月30日止，具体时间以合同服务时间为准。

6. 对投标人的资格要求：

6. Bidder qualification requirements:

（1）投标人是根据印尼相关法律规定注册成立的独立法人；

(1) The bidder shall be a catering and housekeeping service company registered in accordance with the relevant laws of Indonesia;

（2）资质要求：具有印尼政府部门颁发的餐饮经营许可证、营业执照、税务登记证和卫生许可证；

(2) Qualification requirements: The bidder shall hold the catering business license, business license, tax registration certificate and hygienic license issued by Indonesia governmental authorities;

（3）业绩：近3年（2015年-2017年）内有大型企业（从业人员200人以上）后勤管理及餐饮服务业绩，或3年（2015年-2017年）内有三星级以上（含三星级）酒店管理服务业绩，且安全、质量状况良好（附合同和用户证明）；

(3) Performance: The bidder shall hA/Ve successfully provided housekeeping management and catering services to large-sized enterprise(s) (more than 200 employees) or hA/Ve provided safe and quality management service to three-star and above three-star hotels in the past 3 years (2015-2017) (contracts and users" certifications to be attached);

（4）企业运作正常，员工队伍稳定，具备足够的技术力量和稳定的专业人才队伍支持本项目实施，具有良好的银行资信和商业信誉，没有处于被责令停业、资产重组或破产状态，财产未被接管、冻结，投标人近3年财务状况良好（附财务审计报告）；

(4) The bidder shall hA/Ve been operating normally with stable workforce, and shall be capable of supporting the implementation of this project with sufficient technical force and stable professional team. The bidder shall hA/Ve good bank credit and business reputation, and is not in any state of being ordered to suspend business, restructure or bankruptcy, or with its property being taken over or frozen. The bidder shall hA/Ve a good financial position in the past 3 years (audited financial statements to be attached);

（5）投标人不允许以联合体方式进行投标。

(5) The bidder is not allowed to bid in the form of consortium or joint venture.

招标文件售价人民币1000元/套，售后不退，购买方式详见招标公告附件。

important note: The Bidders shall register on Shenhua Bidding Website (www.shenhuabidding.com.cn, hereafter referred to as "the Website") before submission of bids. The Bidder can visit the integrated business system of China Shenhua International Engineering Co., Ltd. to participate in the bid only after completing the registration process and becoming a member.

购买招标文件为一个必须且单独的流程，请勿与投标人注册和复审步骤混淆。请投标人在购买招标文件截止时间前提出购买招标文件申请，购买申请将在一个工作日内审核，审核通过后72小时内需进行标书款支付，请投标人关注审核情况并及时进行付款操作，否则造成购买招标文件失败不能参与投标等一切后果由投标人自行负责。

The purchase of the Bidding documents is a necessary and separate process. Do not confuse with the bidder registration and review steps. Bidders shall apply for the purchase of the Bidding documents before the deadline for purchase of the Bidding documents. The application will be reviewed within one working day. Bidders shall pay for the Bidding documents within 72 hr after its application is approved. Bidders shall pay close attention to the review processes and make timely payment. Otherwise, Bidders shall bear the responsibility for failure to purchase the Bidding documents and to participate in the bid.

购买招标文件时间：2018年08月28日至2018年09月03日，每日上午08:30时至11:30时，下午13:30时至16:30时（北京时间，法定节假日除外）。

Bidders may purchase the Bidding documents from 28 August, 2018 to 03 September, 2018 at 08: 30AM to 11:30AM and 1:30 PM to 4: 30 PM (Beijing Time, legal holiday excluded).

8. 投标文件的递交

首先登录神华招标网（www.shenhuabidding.com.cn），按照购标审核要求上传购标审核资料扫描件后，提交购标申请；申请审批同意后方可使用快捷支付、企业网银或者个人网银电子支付标书款（备注：网上售标具体操作方式请参见神华招标网首页右侧下方帮助中心栏目的《投标人如何购买标书》或系统中的操作手册），请投标人务必于购标申请通过后72小时内完成付款操作，否则无法完成缴费流程，将导致无法购买招标文件，后果自负。投标人购标时，需要登记或变更准确的发票信息和邮寄地址，神华国际工程有限公司将根据投标人在招标网上的登记信息统一开具并邮寄发票。如因登记信息有误所造成的一切后果由投标人自行负责。

First log on to www.shenhuabidding.com.cn, upload the scanned certificates or licenses as required, apply for purchasing of the Bidding documents. After the application is reviewed and approved, Bidders may pay for the Bidding documents using fast payment methods, enterprise or personal online banking (remark: for details on online purchasing of the Bidding documents, refer to "How Bidders Purchase Bidding documents" under the HELP in the right lower corner of the home page of the Website, or Operation Manual in the system),Bidders should be requested to make payment within 72 hr after the application for purchasing is approved. Otherwise, it is impossible to complete payment processes and such bidders shall be responsible for the outcome themselves.   Bidders should register or change exact invoice information and mailing addresses when purchasing the Bidding documents. China Shenhua International Engineering Co., Ltd. will issue and mail invoice according to the information registered on the Website. Bidders shall be responsible for outcomes resulting from incorrect registration information.

三.     支付方式：

为了降低投标成本，提高交费的便捷性，加快保证金的退还速度，我司于2016年9月1日对费用支付方式进行升级。具体事项通知如下：

In order to reduce the bidding costs, facilitate payment and speed up the discharge of the Bid Security, our company upgraded the method of payment on September 1, 2016. The new method of payment is described below:

(一)    升级内容

(I)      Upgrade details

1.    资格预审文件费、招标文件费和会员费继续支持电子支付（可在系统上完成）方式交费。同时增加了储蓄卡和信用卡快捷支付方式付款，并调整了个人网银及企业网银支持银行。支持的银行以系统实际为准，且会根据业务需要随时调整，恕不另行通知。

1.    Fees for pre-qualification documents, Bidding documents and subscription fee  .Still support electronic payment (which may be done on the system). Additionally support payment from debt cards and credit cards, and make adjustment on banks which personal and enterprise online account numbers are supported. The banks supported depend on the system, and are subject to change without notice.

选择个人网银支付的，在付款银行的订单中，商户名称为“连连银通电子支付有限公司”、“上海盛付通电子支付服务有限公司客户备付金”、“迅付信息科技有限公司客户备付金”、“北京金科信安科技有限公司（客户备付金）”或者“中金支付有限公司（客户备付金）”之一，其他均为非法仿冒。若有备注，则应为“代神华国际工程有限公司收费”。

If online payment is made from personal bank accounts, the name of payees in the paying bank"s order will be one of Lianlian Yintong Electronic Payment Co., Ltd., Customer provisions of Shanghai Shengfutong Electronic Payment Service Co., Ltd., Customer provisions of Xunfu Information Technology Co., Ltd.,Beijing JinkeXin"an Technology Co., Ltd. (customer provisions), or China Payment & Clearing Network Co., Ltd. (customers provisions). The remark should be "charged on behalf of China Shenhua International Engineering Co., Ltd.".

选择企业网银支付的，在付款银行的订单中，商户名称为“北京金科信安科技有限公司（客户备付金）”或者“中金支付有限公司（客户备付金）”之一，其他均为非法仿冒。若有备注，则应为“代神华国际工程有限公司收费”。

If online payment is made from enterprise bank accounts, the name of payees in the paying bank"s order will be either Beijing JinkeXin"an Technology Co., Ltd. (customer provisions) or China Payment & Clearing Network Co., Ltd. (customers provisions). The remark should be "charged on behalf of China Shenhua International Engineering Co., Ltd.".

2.    投标保证金和中标服务费不再支持电子支付方式交费，而是改为支持从任意一家银行通过（对公账户）转账或电汇方式交费（保证金支付不能在系统中完成，可以通过企业网银转账或银行柜台通过企业账户电汇汇出）。交费时，收款账户名是“神华国际工程有限公司”，收款账号是订单中生成的账号。出现以下任意一种情况，所汇钱款将被原路退回至付款账户：

2.    Bid Security and service charge for bidding. Not support electronic payment, but support payment from any bank by account transfer or telegraphic transfer (corporate account) (the Bid Security is paid by online transfer from enterprise accounts or on bank counters by telegraphic transfer and not paid in the system) When making payment, The name of payee"s account name is China Shenhua International Engineering Co., Ltd. and the account number of the payee is the one generated on the order . In case of any of the following circumstances, the money will be returned to the original payer"s account:

(1)     付款到除订单中显示账号之外的其它账号的；

(1)     Payment is made to an account number other than the one indicated on the order;

(2)     付款账户名与订单中记录的交款人不一致的；

(2)     The payer"s account name is different from the one stated on the order;

(3)     付款金额与订单金额不一致的；

(3)     The amount due is different from the order amount;

(4)     到账时间晚于订单最迟支付时间的；

(4)     The money is paid to the payee"s account later than the deadline for payment;

(5)     订单或者其中某笔费用已被部分或全部支付的；

(5)     The order or amount hereto hA/Ve been partially or fully paid;

(6)     订单已被撤销的；

(6)     Orders hA/Ve been canceled;

(7)     所投项目或包已经终止的；

(7)     The project or package has been terminated;

(二)    进行电子支付的前提（仅限资格预审文件费、招标文件费和会员费）

(II)     Prerequisite for E-payment（only limited to the fees for pre-qualification documents, Bidding documents and subscription fee )

1.    投标人必须在神华招标网注册并通过审核；

1.    Bidders must register on the Website and passed the audit;

2.    选择企业网银支付的，需在支付平台支持的银行成功开通企业网银，并开通B2B支付功能。

2.    If Bidders choose online payment from enterprise account number, they must open enterprise online payment on the banks supported by the payment platform, and enable B2B payment.

3.    选择个人网银支付的，需在支付平台支持的银行成功开通个人网银。

3.    If Bidders choose online payment from personal account number, they must open personal online payment on the banks supported by the payment platform.

(三)    电子支付操作步骤（仅限资格预审文件费、招标文件费和会员费）

(III)    Procedure for electronic payment (only limited to paying for pre-qualification documents, Bidding documents and subscription fee )

1.    投标人访问神华招标网；

1.    Bidders visit the Website;

2.    点击“投标人登录”，输入账号、密码、校验码，点击“登录”；

2.    Click "Bidder Login", enter the account number, password and check code, and click "Login";

3.    登录系统后，点击“交易管理”菜单下的“我的费用”子菜单；

3.    After logging in to the system, click the "My Expense" submenu under "Transaction Management" menu;

4.    在待交费列表中选择参与项目所对应的费用，并点击列表最右侧的“加入购物车”按钮；

4.    Select the expense for the project from the Expense Item list, and click the "Add to Cart" button on the rightmost side of the list;

5.    选完所有希望交纳的费用之后，点击橘色购物车图标，在打开的页面中录入发票及邮寄地址，然后点击“生成订单”按钮；

5.    After selecting all the desired expense, click the orange shopping cart icon, enter the invoice and mailing address on the open page, and then click the "Generating Order" button;

6.    在系统显示的订单列表中，选择一个订单，点击右侧的图标支付订单。然后按照提示选择支付方式并完成支付。对于允许下载招标文件的项目，成功支付后可以立刻下载招标文件；

6.    Select an order from the indicate list of orders and click on the "Paying for Order" icon on the right side.. Then follow the prompts to choose the method of payment and complete the payment. If a specific project allows Bidders to download Bidding documents, Bidders may download Bidding documents upon successful payment.

为了确保资金安全，谨防钓鱼网站，请注意以下事项：

In order to ensure capital safety and A/Void phishing website, Bidders should pay attention to:

1.    神华招标网的网址以 http://www.shenhuabidding.com.cn开头。其他均为非法仿冒；

1.    TheWebsite starts with http://www.dlztb.com/file/upload/zbwj/goudian/www.shenhuabidding.com.cn Others are illegal website;

2.    点击“支付”按钮，跳转的收银台界面地址为http://www.dlztb.com/file/upload/zbwj/goudian/login style="line-height: 110%; font-family: 宋体;">开头的网址，其他均为非法冒；

2.    The cashier interface address displayed after clicking the "pay" button should start with http://www.dlztb.com/file/upload/zbwj/goudian/login

3.    我司使用第三方支付平台收款，因此在付款银行的订单中，商户名称为“连连银通电子支付有限公司”、“上海盛付通电子支付服务有限公司客户备付金”、“迅付信息科技有限公司客户备付金”、“北京金科信安科技有限公司（客户备付金）”或者“中金支付有限公司（客户备付金）”之一，其他均为非法仿冒。若有备注，则应为“代神华国际工程有限公司收费”。

3.    Our company receives payment through the third party"s payment platform. Therefore, the name of payees in the paying bank"s order will be one of Lianlian Yintong Electronic Payment Co., Ltd., Customer provisions of Shanghai Shengfutong Electronic Payment Service Co., Ltd., Customer provisions of Xunfu Information Technology Co., Ltd.,Beijing JinkeXin"an Technology Co., Ltd. (customer provisions), or China Payment & Clearing Network Co., Ltd. (customers provisions). The remark should be "charged on behalf of China Shenhua International Engineering Co., Ltd.".

四.     投标保证金：

IV.      Bid Security:

1.       交纳。投标人可从任意一家银行通过转账或电汇方式交费。具体支付方式详见上文“三、支付方式”的说明。

1.       Submission. Bidders may furnish the Bid Security via transfer or by telegraphic transfer from any bank. For specific method of payment, see above-mentioned “III Method of Payment".

2.       退还。

2.       Discharge.

投标保证金将在中标人与招标人签订合同后向中标人和未中标的投标人退还投标保证金。

Successful Bidder"s and unsuccessful bidders’ bid security will be discharged or returned after the Contract is signed by the Bid Inviter and successful bidder.

说明：中标人投标保证金在神华招标网进行合同备案后才能开起退款，如中标人在交纳投标保证金时“抵扣中标服务费方式”选为“抵扣本包”或“抵扣本项目所有包”，则系统将自动抵扣中标服务费，若有余额将被原路退还至原付款账户；如投标人交纳保证金时“抵扣中标服务费方式”选为“不允许抵扣”，或者保证金金额不足以抵扣中标服务费的，将暂停退还保证金，待中标服务费成功交纳之后，再退还保证金。

Note: the discharge of successful Bidder"s Bid Security can be initiated only after the Contract is registered on the Website. If the successful Bidder chooses "deducting the service charge for bidding for the package" or "deducting the service charge for bidding for all packages" when paying the Bid Security, the system will automatically deduct the service charge for bidding. The balance will be discharged to the payer"s account if any. If the successful Bidder chooses "Deduction not Allowed" or the Bid Security is of fewer amount than the service charge for bidding, the discharge of the bid security will be suspended. After the service charge for bidding is successfully paid, the bid security will be discharged or returned.

投标保证金交纳及退还不再提供收据。投标保证金只能退还到原汇款人。
No receipts will be A/Vailable anymore for submission and discharge of the Bid Security. The Bid Security can only be returned to the original payer. 

说明：如中标人在交纳投标保证金时“抵扣中标服务费方式”选为“抵扣本包”或“抵扣本项目所有包”，则系统将自动抵扣中标服务费，若有余额将被原路退还至原付款账户；如投标人交纳保证金时“抵扣中标服务费方式”选为“不允许抵扣”，或者保证金金额不足以抵扣中标服务费的，将暂停退还保证金，待中标服务费成功交纳之后，再退还保证金。
Note: If the successful Bidder chooses "deducing the service charge for bidding for this package" or "deducting the service charge for bidding for all packages" when furnishing the Bid Security, the system will automatically deduct the service charge from the Bid Security, the balances will be discharged to the payer"s account number if any. If the successful Bidder chooses "Deducting not allowed" when furnishing the Bid Security or the amount of the Bid Security is lower than the service charge for bidding, the discharge of the Bid Security will be suspended. The Bid Security will be discharged after the service charge for bidding is successfully paid.

B：适用于境内无开户银行的投标人
B: Applicable to bidders who don’t hA/Ve bank accounts in China

1、国际招标项目交纳标书费及投标保证金时，如投标人为大陆以外且在大陆无开户银行的公司，应选择由第三方公司代付（投标人缴纳标书款时不需填写发票开票信息，同时应在交纳保证金的页面勾选由第三方公司代付的选项，第三方公司代付流程参照A部分，投标保证金交纳及退还不再提供收据。投标保证金只能退还到原汇款人）。

For payment of the fee for the Bidding documents and the Bid Security required by international bidding projects, if the bidders are located outside mainland China and don’t hA/Ve bank accounts in mainland China, a third-party shall be choosed by them to make a payment (For payment of the fee for the Bidding documents, bidders aren’t required to fill invoicing information while they shall choose to make a payment by a third-party on the page of paying the the Bid Security. For the payment process of the third-party, refer to Part A.  No receipts will be A/Vailable anymore for submission and discharge of the Bid Security. The Bid Security can only be returned to the original payer.

2、国际招标项目在交纳中标服务费时，如投标人为大陆以外且在大陆无开户银行的公司，则必须由投标人支付中标服务费（不能从第三方代付的投标保证金中扣除中标服务费）。
