一、 招标条件
本 防城港项目3-4号机组LOT190Bl TEG系统角式调节阀（带极小流量工况）（重新招标）（招标项目编号：CGN-201810310006-N1）， 已由项目审批/核准/备案机关批准，项目资金来源为 项目总承包费用 ， 招标人为 中广核工程有限公司 。本项目已具备招标条件，现进行 公开招标 。
二、 项目概况和招标范围
项目规模：广西防城港核电有限公司拟增建两台百万千瓦级的华龙一号压水堆核电站机组，称为防城港二期项目。厂址位于广西省防城港市港口区光坡镇。电站的设计运行寿期为60年。在整个运行寿期内，电厂的平均可用率将达到90%。项目建设总工期从每台机组第一罐混凝土浇灌到商业运行不超过70个月，首台机组浇灌第一罐混凝土目标日期2015年12月24日，3号机和4号机组开工间隔为6个月。 。
招标内容与范围：防城港项目3、4号机组LOT190Bl TEG系统角式调节阀共10台，以及安装与调试必要的专用工具、备品备件、消耗品和现场服务、培训，合同执行过程中与设备交付后的文件等。具体招标范围和要求以招标文件规定为准。
三、 投标人资格要求
1. 投标人应通过ISO9001系列质量体系认证，且处于有效期内。
2. 投标人银行资信记录、财务状况良好，不得处于被责令停业、财产被接管或冻结的情形，具有近3年（2014-2016年）经注册会计师事务所出具的审计报告和财务报表，包括：资产负债表、利润表、现金流量表及附件。
3. 近3年内（自递交投标文件截止日起倒算）无因违约、不恰当履行合同而导致的合同终止、仲裁和诉讼记录，无在招标投标活动中受到违规处罚的记录（以地级市及以上行政主管部门认定为准）。
4. 近3年内（自递交投标文件截止时间起倒算），投标人应无重大及以上安全事故（事故划分以国务院令第493号规定标准为准）记录。
5. 递交投标文件截止时间之前，投标人未被招标人取消或限制其投标资格。
6. 近3年内（自递交投标文件截止时间倒算）在招投标活动中有弄虚作假、串通投标不良行为记录或涉嫌串通投标正在接受地级市以上政府主管部门调查的投标人将不被接受。
7. 本项目不接受联合体。
8. 本项目不接受代理商投标。
四、 招标文件的获取

1. 本项目为电子招标，有意参加投标者需先注册成为“中广核电子商务平台（https://ecp.cgnpc.com.cn）”会员，在线完成招标文件购买。

3. 本项目不接受现场购买招标文件，购买人在办理汇款时，应在银行转账单/汇款单备注栏上或用途栏上填写招标编号，个人汇款的还应填写投标人名称（可缩写）。招标人将按购买人填写的开票信息开具增值税普通发票并寄出，因开票信息填写错误导致发票未能及时开具、开票错误等问题，由购买人应自行承担责任。

2. Project information
2.1 Project Description
China Nuclear Power Engineering Co., Ltd. has been entrusted of the construction of Guangxi Fangchenggang Nuclear Power Station consisting of 2 units located on Guangpo town of Gangkou District, Fangchenggang city in Guangxi province, the People's Republic of China.
The designed operational lifetime of the Units is 60 years, during the lifetime.
2.2 Tendering Scope
The total time limit for the construction is 62 months from First Concrete Date till the business operation, the FCD for Unit3 is Dec. 30, 2015, and Unit 4 is 6 months later.
The scope requested by the Bidding document contains 10 Angle Control Valves of TEG System for Fangchenggang Nuclear Power Station Unit3、4, including the equipment design, procurement, fabrication, examination, test, packing, documentation, service and training, etc.
2.3 Source of Fund
Total project contract cost.
3. Qualified Bidder
1) Bidder shall hA/Ve valid ISO QMS certificate.
2) Bidder shall hA/Ve good bank credit records, financial condition, audit report and financial statement (including balance sheet, profit statement, cash flow statement and appendix） of recent 3 years issued by CPA firm. Bidder shall not be ordered to suspend business and taken over or frozen.
3) Bidder should not hA/Ve record of contract termination, arbitration and lawsuit caused by broken contract or improperly contract implementation in recent 3 years. Bidder should not hA/Ve punishes cases during the bidding organized by tenderer in recent 3 years.
4) Bidder should not hA/Ve record of major and above safety accident in recent 3 years.
5) Bidder should not be disqualification to bid before deadline of prequalification/ bidding document submission.
6) Bidder, with bid rigging records or surveyed by government departments for bid rigging in recent 3 years, shall be not acceptable.
7) Consortium shall not be acceptable.
8) Agent shall not be acceptable.
4. Application and Obtaining of Bidding documents
1）Period: From Pm 16:00 Nov.7, 2018 to Pm 17:00 Nov. 12, 2018
2）During above mentioned period, bidder shall complete the procedure of entering for the tending on ECP http://ecp.cgnpc.com.cn （Remark: Enrolled the net freely is the first step）.
3）If registered, bidders shall apply for this bidding according to the procedure of ECP .
