1．招标条件

3．投标人资格要求

3.1本次招标要求投标人须具备上述第2.2款表中所列相应资质的独立法人，近五年来至少完成1项类似工程的业绩，并在人员、设备、资金等方面具有相应的施工能力。

投标人应进入交通运输部“全国公路建设市场信用信息管理系统(http://glxy.mot.gov.cn)”中的公路工程施工资质企业名录，且投标人名称和资质与该名录中的相应企业名称和资质完全一致。

3.2 本次招标不接受联合体投标。

3.3 在本次招标中，每个投标人均可对2个标段进行投标，且只允许中1个标段。选取每个标段得分前三名的投标人为中标候选人，原则上推荐第一名为中标人，如投标人在2个标段中均排名第一，优先选择其投标报价较高的1个标段中标，其余标段由该标段排名第二的投标人替补，以此类推。

3.4与招标人存在利害关系可能影响招标公正性的法人，不得参加投标；单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一标段投标，否则均按否决其投标处理。

3.5在“信用中国”网站（http//www.creditchina.gov.cn/）中被列入失信被执行人名单的投标人，在国家企业信用信息公示系统（www.gsxt.gov.cn）中列入严重违法失信企业名单的投标人，均按否决投标处理。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:20.0pt;mso-line-height-rule:exactly'>4.1 凡有意参加投标者，请于2018年11月12日至2018年11月16日（法定工休日、法定节假日除外）每日上午9时30分至11时30分，下午14时00分至16时00分（北京时间，下同），在广州公共资源交易中心（广州市天河区天润路333号），持单位介绍信原件和经办人身份证复印件（原件备查），同《广州建设工程投标报名申请表》原件（一式两份，加盖公章，不装订）应使用标准格式，详见广州公共资源交易中心网站www.gzggzy.cn）购买招标文件及办理本项目投标报名。上述所有证件均应为有效证件，无论任何原因正在办理中的证件或证明均不作为有效证件。参加2个标段投标的投标人必须分别购买相应标段的招标文件，并对每个标段单独递交投标文件。
