    本招标项目河（源）惠（州）（东）莞高速公路龙川至紫金段 已由  广东省发展和改革委员会  以  粤发改交通函〔2015〕5081号文 批准建设,施工图设计已由  广东省交通集团有限公司 以  《关于印发河惠莞高速公路龙川至紫金段交安设施工程施工图设计审查意见的函》（粤交集基〔2018〕405号） 批准，项目业主为  广东省南粤交通河惠莞高速公路管理中心  ，建设资金来自  政府投入的资本金及国内银行贷款  ,项目出资比例为  政府投入的资本金40％和国内银行贷款60％ ，招标人为  广东省南粤交通河惠莞高速公路管理中心  。项目已具备招标条件，现对该项目的施工采用资格后审方式进行公开招标。

normal style='line-height:116%'>     河（源）惠（州）（东）莞高速公路龙川至紫金段（以下简称“本项目”）的建设地点位于广东省河源市龙川县、东源县和紫金县境内，路线全长151.946 km，桥梁全长39905.75m/120座，隧道全长8797.25/7座，桥隧比例32.05％。互通立交交叉12处，服务区3处、停车区2处（1处缓建）、治超站1处。采用双向四车道高速公路技术标准，设计速度为100km/h，路基宽26m。

normal style='line-height:116%'>     本项目交通安全设施工程，主要为：交通标志、交通标线、防撞设施、隔离栅、视线诱导设施、防眩设施、声屏障、桥梁防抛网、里程标、百米标等交通安全设施。

normal style='line-height:116%'>3.1 本次招标要求投标人须具备  上述第2.2款表中所列相应  资质,  具有类似工程  业绩,并在人员、设备、资金等方面具备相应的施工能力。

normal style='line-height:116%;mso-outline-level:4'>投标人应进入交通运输部“全国公路建设市场信用信息管理系统（http:glxy.mot.gov.cn)”中的公路工程施工资质企业名录，且投标人名称和资质与该名录中的相应企业名称和资质完全一致。

normal style='line-height:116%'>3.2 本次招标不接受联合体投标。

normal style='line-height:116%'>3.3在本次招标报名截止日前，被广东省交通运输厅最新一年度评为AA级信用等级（交通安全设施工程施工）的投标人，最多可对其中的3个标段提出投标申请，但最多只能中1个标段；其余投标人最多可对其中的2个标段提出投标申请，但最多只能中1个标段。

normal style='line-height:116%'>3.4 与招标人存在利害关系可能影响招标公正性的法人，不得参加投标；单位负责人①为同一人、或者存在控股②、管理关系③的不同单位，不得参加同一标段投标或者未划分标段的同一招标项目投标，否则按否决其投标处理。

normal style='line-height:116%'>注:①单位负责人是指单位的法定代表人或者法律、行政法规规定代表单位行使职权的主要负责人。

normal style='line-height:116%'>   ②控股是指股份占股份有限公司股本总额的50%以上的绝对控股、相对控股或协议控股。

normal style='line-height:116%'>   ③管理关系是指不具有出资持股关系的其它单位之间存在的管理与被管理关系。

normal style='line-height:116%'>3.5在“信用中国”网站（http://www.creditchina.gov.cn/）中被列入失信被执行人名单的投标人，在国家企业信用信息公示系统（www.gsxt.gov.cn）中被列入严重违法失信企业名单的投标人，均按否决投标处理。

normal style='line-height:116%'>4.1  凡有意参加投标者，请于  2018年12月28日 至 2019年01月04日  （法定公休日、法定节假日除外），登陆  广州公共资源交易中心网站（http://www.gzggzy.cn）  交易平台选择对应标段进行报名。

normal style='line-height:116%'>4.2 招标文件每套收取费用  0 元，投标文件制作工具收取费用  1,000  元,售后不退（同一投标人在本次招标中只收取一次投标文件制作工具使用费，不分标段收取）。

normal style='line-height:116%'>4.3投标人须将缴费证明资料扫描件上传到电子招投标交易平台（网址：https://jtcbs.gdcd.gov.cn）中，经招标人或招标代理确认报名成功及收到招标文件费用后，投标人再自行下载招标文件等相关资料。

normal style='line-height:116%'>5.1招标人将不统一组织现场考察及召开投标预备会。

normal style='line-height:116%'>5.2 投标文件递交的截止时间(投标截止时间，下同)为  2019年01月28日 09时30分 。

normal style='line-height:116%'>在规定的报名期间，如某个标段报名并购买招标文件的投标人不足 3 家时，招标人依法有权选择以下任一方式：（1）在  广州公共资源交易中心网站  网站发布公告延长报名时间，在延期报名时间内，已报名投标人的资料仍有效并可自行补充资料，未报名的投标人可根据公告的约定进行报名；（2）依法重新组织招标或不再招标。
