2.项目概况与招标范围

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:150%;layout-grid-mode:char'>珠江三角洲水资源配置工程是国务院批准的《珠江流域综合规划（2012-2030年）》提出的重要水资源配置工程，也是国务院要求加快建设的全国172项节水供水重大水利工程之一。工程从珠江三角洲网河区西部的西江水系向东引水至珠江三角洲东部，主要供水目标是广州市南沙区、深圳市和东莞市的缺水地区。实施该工程可有效解决城市经济发展的缺水矛盾，改变广州市南沙区从北江下游沙湾水道取水及深圳市、东莞市从东江取水的单一供水格局，提高供水安全性和应急备用保障能力，适当改善东江下游河道枯水期生态环境流量，对维护广州市南沙区、深圳及东莞市供水安全和经济社会可持续发展具有重要作用。工程总投资约3393045万元，工程总工期60个月。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:150%;layout-grid-mode:char'>珠江三角洲水资源配置工程地处珠江三角洲经济较发达地区，输水线路途经佛山市顺德区杏坛镇、龙江镇、勒流镇、伦教镇，广州市南沙区榄核镇、大岗镇、东涌镇、黄阁镇，广州市番禺区石楼镇，东莞市沙田镇、厚街镇、虎门镇、大岭山镇、大朗镇、松山湖管委会，深圳市宝安区，深圳市光明区，共涉及4市5区17镇（街道）。建设征地移民安置补偿投资约为23亿元。详见招标文件。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:150%;layout-grid-mode:char'>编制监督评估工作大纲和实施细则、开展征地移民实施情况和移民生产生活水平恢复情况监督评估、移民工程安全文明生产监督等情况监督评估、编写征地移民安置监督评估报告；做好档案管理、信息管理、合同管理以及与各方的协调等工作；完成监督评估合同约定的其他工作。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:150%;layout-grid-mode:char'>依据移民安置规划，按照监督评估工作大纲和实施细则的要求，监督工程征地进度、移民安置进度、质量、资金计划执行情况，核查移民搬迁户数、人数，督促检查移民搬迁安置方案的组织及落实情况，对农村移民安置、工业企业、专业项目处理等实施情况进行监督评估。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:150%;layout-grid-mode:char'>监督评估机构应按照监督评估工作大纲和实施细则的要求，对农村移民的生产生活水平恢复情况进行监督评估。包括农村移民生活条件、生产条件和收入水平恢复情况。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:150%;layout-grid-mode:char'>征地移民工作中保障移民及其他参与人员的生命和财产安全，做到安全生产、文明施工，尽量避免安全事故的发生。定期组织对项目安全文明生产的检查，排查发现安全隐患，做到对安全隐患及时处理，对安全事故及时上报，参与安全事故调查处理。

本项目招标上限价为2958万元，投标报价超过招标上限价的为无效报价。

3.投标人资格要求

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:150%;layout-grid-mode:char'>3.1投标人应为中华人民共和国境内注册的具有独立法人资格的企业或事业单位。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:150%;layout-grid-mode:char'>3.2资质条件：投标人应具有工程咨询甲级资质。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:150%;layout-grid-mode:char'>3.3业绩要求：投标人2008年1月1日至今至少完成过一项工程征地移民投资金额10亿元或以上的类似项目。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:150%;layout-grid-mode:char'>类似项目指：水利水电工程建设征地移民安置监督评估、或水利水电工程建设征地移民安置综合监理项目（下同）。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:150%;layout-grid-mode:char'>完成类似项目（须为国内项目）的证明材料：同时提供合同关键页（首页，签署页、合同内容页）、移民安置工作已完成的验收证明材料或业主出具的相关证明材料，证明材料应能够明确体现工程征地移民投资金额，时间以验收证明材料或业主出具的相关证明材料中证明的时间为准。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:150%;layout-grid-mode:char'>3.4人员要求：拟投入本项目的监督评估人员必须是在本单位注册并在岗的人员，且不少于26人（含26人），持有相应的资格证书或岗位证明。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:150%;layout-grid-mode:char'>总监督评估工程师、副总监督评估工程师须具有副高级或以上专业技术职称，专业为工程类、经济类专业（专业以专业技术职务资格证书中的专业为准）。联合体投标的，总监督评估工程师由联合体牵头方派出。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:150%;layout-grid-mode:char'>3.5投标人(或联合体牵头方)已在广东省水利建设市场信用信息平台完成广东省水利厅信用管理信息录入手续；凡在广东省水利建设市场信用信息平台公布禁止参加广东省内水利工程建设投标期限内的单位不得参加本项目的投标。

4.资格审查方法
