    本招标项目珠海市鹤洲至高栏港高速公路二期工程【HGTJ5～HGTJ8】标段已由  广东省发展和改革委员会  以  《广东省发展改革委关于珠海市鹤洲至高栏港高速公路项目核准的批复》（粤发改交通函【2016】495号）  批准建设,施工图设计已由  广东省交通运输厅 以  《广东省交通运输厅关于珠海市鹤洲至高栏港高速公路二期工程（土建工程）施工图设计的批复》（粤交基【2018】1230号） 批准，项目业主为  珠海鹤港高速公路有限公司  ，建设资金来自  业主自筹与国内银行贷款  ,项目出资比例为  30％:70％ ，招标人为  珠海鹤港高速公路有限公司  。项目已具备招标条件，现对该项目的施工采用资格后审方式进行公开招标。

normal style='line-height:116%'>     （1）项目规模

normal style='line-height:116%'>    鹤洲至高栏港高速公路是珠海市公路网的重要组成部分，东接珠海洪鹤大桥及江珠高速公路，西接高栏港高速公路，项目连通广澳高速珠海段、江珠高速、机场高速、高栏港高速等多条南北高速公路，串接了珠海市主城区、西部中心城区和高栏港经济区等多个城市组团。本项目的建设，对完善珠海市高速公路网络布局，增强珠三角核心区域对周边地区经济辐射的作用，促进珠海市“双港”建设，改善投资环境，加快珠海市西部地区经济社会发展作用巨大。同时，本项目的建设也将缓解珠海大道（S366）交通量不断增长的压力，为珠海市城市的总体发展开辟新的东西向主要通道，对珠海市向西扩展，远期连接黄茅海大桥具有重要意义。项目起点对接江珠高速，上跨珠海大道、鹤州水道，设互通衔接洪鹤大桥，上跨白藤河水道、机场东路、机场北路、机场高速、鸡啼门水道、南水河、珠海大道，止于高栏港高速，路线长约35.43公里。

normal style='line-height:116%'>    项目的二期工程，起于珠海市金湾区红旗镇八一村，顺接项目一期工程工程终点，经平沙镇（跨鸡啼门水道）、南水镇，终于高栏港区平沙镇平铁村，接高栏港高速公路，向西顺接规划的黄茅海大桥。路线里程长16.476km，按双向6车道高速公路标准建设，路基宽度33.5米，设计行车速度100公里/小时。全线设南水、高栏港（枢纽）互通式立体交叉2处，匝道收费站2处，服务区1处（大林服务区），管理分中心2处，特大桥、大桥8495.197m/7座（含互通主线桥），隧道2437.5m/2座（其中卫东一号隧道1973.5m，卫东二号隧道464m），均为分离式隧道，桥隧比66.36％。二期工程总投资约388459万元，其中建筑安装工程费289266万元。

normal style='line-height:116%'>    本项目计划工期为36个月，具体开工日期以监理工程师签发的开工令为准。

normal style='line-height:116%'>     本次招标范围为K21+839.150～K38+314.538范围内路基、桥涵、隧道、路线交叉、防护等工程的施工，划分4个标段，具体标段划分及主要工程数量详见第2.2款。

normal style='line-height:116%'>3.1 本次招标要求投标人须具备  上述第2.2款表中所列相应  资质,  具有类似工程  业绩,并在人员、设备、资金等方面具备相应的施工能力。

normal style='line-height:116%;mso-outline-level:4'>投标人应进入交通运输部“全国公路建设市场信用信息管理系统（http:glxy.mot.gov.cn)”中的公路工程施工资质企业名录，且投标人名称和资质与该名录中的相应企业名称和资质完全一致。

normal style='line-height:116%'>3.2 本次招标不接受联合体投标。

normal style='line-height:116%'>3.3 在本次招标中，被广东省交通运输厅评为AA级信用等级的投标人（信用等级类别应与招标相应的标段类别对应），最多可对其中的2个标段类别的4个标段同时进行投标，其余投标人最多可对其中的 1 个标段类别中的3个标段或1个标段进行投标，但均只允许中 1 个标段。（本款所指的信用等级为广东省交通运输厅最新年度发布的信用等级，报名阶段无需承诺是否在此次投标过程中使用）。

normal style='line-height:116%'>3.4 与招标人存在利害关系可能影响招标公正性的法人，不得参加投标；单位负责人①为同一人、或者存在控股②、管理关系③的不同单位，不得参加同一标段投标或者未划分标段的同一招标项目投标，否则按否决其投标处理。

normal style='line-height:116%'>注:①单位负责人是指单位的法定代表人或者法律、行政法规规定代表单位行使职权的主要负责人。

normal style='line-height:116%'>4.1  凡有意参加投标者，请于  2019年01月14日  至  2019年01月18日 （法定公休日、法定节假日除外），登陆  广州公共资源交易中心网站（http://www.gzggzy.cn）  交易平台选择对应标段进行报名。

normal style='line-height:116%'>4.2 招标文件每套收取费用  1,000  元，投标文件制作工具收取费用  1,000  元,售后不退（同一投标人在本次招标中只收取一次投标文件制作工具使用费，不分标段收取）。

normal style='line-height:116%'>4.3投标人须将缴费证明资料扫描件上传到电子招投标交易平台（网址：https://jtcbs.gdcd.gov.cn）中，经招标人或招标代理确认报名成功及收到招标文件费用后，投标人再自行下载招标文件等相关资料。
