一、招标条件

normal style='text-indent:24.0pt;line-height:150%'>受中电建武汉建设管理有限公司（以下简称“招标人”）委托，中国电建集团铁路建设有限公司（以下简称“招标机构”）以公开竞标方式采购东西湖区中心沟水体提质工程EPC总承包一体式提升间采购项目，计划使用项目建设资金用于本次招标后所签订合同的支付。

二、项目概况、招标范围

normal align=left style='text-align:left;text-indent:24.0pt; line-height:150%'>本次中心沟水体提质工程的主要治理范围为中心沟（宏图大道~机场河）总长约5.67km。其中中心沟（宏图大道~城际铁路段）规划改建为箱涵式，长约2.0km，已列入其它项目进行建设；本工程研究重点为中心沟（城际铁路~机场河段），长约3.67km，中心沟水面宽度8-20m，流域面积12.61km²。

normal style='text-indent:24.0pt;line-height:150%'>招标范围为一体式提升间及管道的设计、制造供货及安装、验收等，包括（但不限于）：一体式提升间及管道的设计、制造、包装、运输、保险、装卸、安装、调试、验收，备品备件、专用工具、培训、售后服务及技术支持等相关服务；以及配合设计（土建设计和设备系统设计）、土建施工单位和设备安装、调试单位等接口的相关事宜。

normal align=left style='text-align:left;text-indent:24.0pt; line-height:150%'>投标人应对本招标范围内的全部产品进行投标，对以上某一部分产品单独进行的投标将被拒绝，投标人必须整包整投，不能以投标为目的将一个包再分包。

normal style='margin-right:.85pt;text-indent:24.0pt;line-height: 150%'>注：以上招标数量为初步设计估算数量，最终结算量以实际供货并经验收合格的规格和数量为准,若因施工图、设计变更等原因，致使招标材料实际供货数量与招标数量发生较大偏差时，投标人应予接受，并不得以此作为调价和索赔依据。

normal style='text-indent:24.0pt;line-height:150%'>4、包件划分：本次一体式提升间采购共1个包件，拟定1家中标单位。

normal style='text-indent:24.0pt;line-height:150%'>5、交货时间：2019年2月或根据要求时间进行交货。

normal style='text-indent:24.0pt;line-height:150%'>6、交货地点：东西湖区中心沟水体提质工程EPC总承包项目沿线工地或其他指定地点。

normal style='text-indent:24.0pt;line-height:150%'>7、质量要求：按第七章技术规范要求执行。

三、投标人资格要求

normal style='text-indent:24.0pt;line-height:150%'>1、投标人必须满足的条件：

normal style='text-indent:24.0pt;line-height:150%'>1.1投标人必须为生产制造企业或取得本项目唯一授权的代理商/经销商，在中国境内（含港澳台地区）登记注册的独立法人，有相应的经营范围，具有独立承担民事责任的能力，注册资本金500万元人民币及以上。

normal style='text-indent:24.0pt;line-height:150%'>1.2投标人应具有国内城镇民用建筑或者市政工程建设项目同类产品供应业绩， 近三年（自2016年至今）有3个以上一体化预制泵站的供货安装业绩，须有2个直径为3.8米的预制泵站的业绩。

normal style='text-indent:24.0pt;line-height:150%'>1.3投标人营业执照的经营范围应包含一体化预制泵站或一体化污水提升泵站设备。

normal style='text-indent:24.0pt;line-height:150%'>1.4投标人及外购产品的制造商应具有有效期内的质量管理体系认证证书。

normal style='text-indent:24.0pt;line-height:150%'>1.5单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一招标项目投标。

normal style='text-indent:24.0pt;line-height:150%'>1.6财务状况：

normal style='text-indent:24.0pt;line-height:150%'>（1）有近三年内经第三方审计的审计报告，资产负债结构合理，具备一定的盈利能力；

normal style='text-indent:24.0pt;line-height:150%'>（2）企业的现金流表现正常，资金周转不存在困难。

normal style='text-indent:24.0pt;line-height:150%'>2、本次竞标不接受联合体投标。

normal style='text-indent:24.0pt;line-height:150%'>3、投标人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》禁止投标的情形。

四、竞标文件的获取

normal style='text-indent:24.0pt;line-height:150%'>1、凡满足本公告规定的投标人资格要求并有意向参加投标者，请在中国电建集中采购电子平台（http://ec3.powerchina.cn）注册并通过审核后，上传下列资料（合并文件上传）：

normal style='text-indent:24.0pt;line-height:150%'>投标人法定代表人签发的针对本招标项目购买招标文件授权委托书或介绍信（加盖公章）和购买招标文件经办人身份证扫描件。

normal style='text-indent:24.0pt;line-height:150%'>2、已注册、上传合格资料的，请于2019年1月18 日至2019年1月22日17时 00 分（北京时间）前在中国电建集中采购电子平台（http://ec3.powerchina.cn）免费下载竞标文件。

五、投标文件的递交

normal style='text-indent:24.0pt;line-height:150%'>1、投标文件递交的截止时间（投标截止时间，下同）为2019年 1月29日 10时00分（北京时间），投标文件递交地点为湖北省武汉市东湖新技术开发区高新大道888号高农生物园会展中心（HTBA大楼）12楼1230室。

normal style='text-indent:24.0pt;line-height:150%'>2、逾期送达的或者未送达指定地点的投标文件，招标人不予受理。

normal style='text-indent:24.0pt;line-height:150%'>3、投标截止时间及递交地点如有变动，招标人将及时以书面形式通知所有已购买招标文件的潜在投标人。

normal style='text-indent:24.0pt;line-height:150%'>4、下载招标文件前须在中电建集中采购电子平台通过招标机构合格供应商审查，成为招标机构合格供应商后方能进行招标文件的下载、投标文件递交和开标。未办妥成为合格供应商造成无法下载、递交和开标的，责任自负。
