一、竞标条件

二、项目概况、竞标范围

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:20.0000pt;mso-line-height-rule:exactly;" >2、竞标范围：竞标范围为钢材现场含税交货价：包含但不限于钢材的加工制造、运输（运输至合同指定的施工现场，不含卸车费）、仓储、损耗、保险、管理费、利润、税金、检测、缺陷责任期的服务、材料进场后需报验的检测样品的制作费等。竞标响应人应确保供货及时，满足采购人技术标准要求。详细情况见竞标文件。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:20.0000pt;mso-line-height-rule:exactly;" >（2）所用原材料要求有日期、盖章和签名的产品出厂合格证明。钢板必须具备材料生产厂家的质量证明书原件或加盖生产厂家检验公章的有效复印件（钢厂注明“复印件无效”时等同于无质量证明书）。
normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:20.0000pt;mso-line-height-rule:exactly;" >（3）Q345D交货状态为正火轧制，Q345E-Z25交货状态为正火；探伤级别：NB/T 47013-2015Ⅰ级；公差要求：GB/T 709-2006 B级；表面质量：GB/T 14977-2008 B级3次级。钢板表面应光洁，无任何表面缺陷，无裂纹、折皱、鳞皮和大面积锈斑等，不接受机械打磨等任何形式的修补或补焊修补，拒绝存在任何表面和内部缺陷的钢板。
normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:20.0000pt;mso-line-height-rule:exactly;" >（4）钢板到厂后由招标人进行目视和超声波复检，并取样送到具有CMA、CNAS资质的第三方实验复验，化学成分按100%炉号进行复验，力学性能按100%批号进行复验，质量不合格的钢板拒绝应用于本项目。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:20.0000pt;mso-line-height-rule:exactly;" >8、付款方式：（1）合同签订预付20%货款，且一次性锁定钢材价格，买方提交合同总额5%的质保函，保质期以最后一批钢板交货验收完成之日期计算，有效期一年。

三、竞标响应人资格要求
normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >竞标响应人必须满足以下全部资格要求：
normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >1、竞标响应人为生产厂家的，必须是依照中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人，企业注册资本5000万元人民币及以上，必须持有国家质量监督检验总局颁发的《全国工业产品生产许可证》。具有有效期内的ISO9001质量体系认证证书。产品取得第三方产品检验检测机构出具的证书或检验报告。
normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >2、竞标响应人为代理商的，必须是依照中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人，企业注册资本500万元人民币及以上；必须具有生产厂家针对本项目的授权代理书,且其代理的生产厂家须满足第1条生产厂家全部资格要求，并在竞标响应文件中提交相关证明文件。
normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >3、竞标响应人应具有类似制造等工程供货业绩，在近3年内的钢板供货合同不少于5个，且签订单项合同金额均在500万元以上（附合同扫描件或中标通知书）；应具有钢筋供应的专业人员和组织货源的能力和经验。
normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >4、竞标响应人具有良好的银行资信和商业信誉，近三年没有处于被责令停业，财产被接管、冻结、破产状态。

四、竞标文件的获取

五、竞标响应文件的递交

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:20.0000pt;mso-line-height-rule:exactly;" >3、竞标响应文件截止时间及递交地点如有变动，采购人将及时以书面形式通知所有已购买竞标文件的潜在竞标响应人。

六、评标办法

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:20.0000pt;mso-line-height-rule:exactly;" >2、当竞标响应人数量多于3家时，首先按竞标响应报价从低到高进行排序，选取从低到高的前3家的竞标响应文件进行评审；若有“否决竞标”的，按以上原则补足3家。
