1.4.1.1工程设计费最高投标限价只作为招标的依据，中标价只作为签订合同的依据，两者均不作为支付进度款和结算的依据。工程设计费报价由各投标人根据国家收费标准及费率浮动幅度按本招标文件约定的报价方式（见附录5）进行报价，投标人在附录5中报价不得超过上述限额。

设计费最终取中标价、财政部门或其委托单位的审定概算设计费结果并下浮20%后取值中两者最低值。
